Seeking comments on the draft Law on Children

(Baonghean.vn) - To prepare for the 11th session of the 13th National Assembly scheduled to take place on March 21, on the afternoon of March 7, the Nghe An National Assembly Delegation held a conference to collect comments on the draft Law on Children (amended).

Comrade Pham Van Tan - Head of the National Assembly Delegation of Nghe An chaired the conference.

The draft Law on Children (amended) consists of 7 chapters and 107 articles, stipulating the rights and duties of children (people under 18 years old); principles and measures to ensure the implementation of children's rights and responsibilities of agencies, organizations, families and individuals in implementing children's rights and duties.

At the conference, delegates basically agreed with the amendment of the Law on Child Protection, Care and Education to promulgate a new law called the Law on Children; and agreed with the content of the draft law. However, there were still different opinions on the regulation that children are people under 18 and under 16 years old.

Regarding the agency representing the voice and aspirations of children and the function of monitoring the implementation of children's rights according to children's opinions and aspirations, according to the delegates, it should be assigned to the Youth Union. At the same time, it should not only be limited to the Central Youth Union as the agency representing children, but also to the Youth Union organizations at all levels, because there are many issues under the authority of the levels. If it is only regulated at the Central level, all recommendations will be sent to the Central Youth Union, which will lead to overload and inefficiency.

Regarding prohibited acts, it is necessary to add a prohibition on discrimination against children based on their family background and relatives. There are also concerns that in reality, in many localities, there are no facilities providing child protection services. If this provision is included in the law, it will be difficult to enforce the law.
