On the afternoon of November 24, the Nghe An Provincial Federation of Labor organized a workshop to contribute ideas to the draft law on implementing democracy at the grassroots level. Attending the workshop were Mr. Le Dinh Quang - Member of the Executive Committee of the Vietnam General Confederation of Labor, Deputy Head of the Policy and Law Department of the Vietnam General Confederation of Labor; representatives of the Provincial Party Committee's Mass Mobilization Committee, along with relevant departments, branches, localities and representatives of 6 central-level enterprises located in Nghe An province.

Within the framework of the conference, with the suggestions of the Provincial Federation of Labor's Policy and Law Committee, delegates had many valid and quality comments on the draft law on implementing democracy at the grassroots level to address limitations in implementing democracy in communes, wards, towns, state administrative agencies and enterprises.

At the workshop, Mr. Nguyen Cong Danh - Nghe An Civil Servants' Union presented 12 groups of issues related to the responsibilities of leaders, sanctions for handling violations of the law, authorization, and activities of the People's Inspectorate... Previously, Nghe An Civil Servants' Union held a workshop to contribute ideas to the draft law on implementing democracy at the grassroots level with the participation of representatives of 59 affiliated grassroots unions.

One of the groups of issues that many delegates are interested in developing is implementing Democracy in the business sector. From the opinions of representatives of the Southeast Economic Zone Trade Union, the Industry and Trade Trade Union, the Education Trade Union... and a number of central-level enterprises, a number of contents such as sanctions for units that do not organize democratic conferences, time and form of organizing conferences, regulations on financial transparency, the role of trade unions in monitoring implementation, unifying laws... were discussed.

Speaking at the workshop, Comrade Nguyen Manh Khoi - Deputy Head of the Provincial Party Committee's Mass Mobilization Committee highly appreciated the Provincial Labor Federation's timeliness in organizing the workshop and acknowledged the useful comments of the delegates. He also contributed some opinions related to the addition of types such as schools, hospitals, market management boards... in the law, the issue of information disclosure, financial disclosure, conference organization time, responsibilities of People's Committees at all levels in law enforcement...

Agreeing with comrade Nguyen Manh Khoi, Mr. Nguyen Dinh Quang highly appreciated the quality of the workshop, the importance of the Law on Democracy at the grassroots level and emphasized,Nghe An Provincial Federation of Laboris one of the units that is trusted and expected by competent authorities in each law-making process. He also believes that, in addition to law-making, trade unions also need to pay more attention to the implementation of laws in practice.

The workshop recorded 10 comments on the group of issues in the draft.Grassroots Democracy Law. Concluding the workshop, Mr. Nguyen Chi Cong - Vice Chairman of the Provincial Federation of Labor acknowledged the quality opinions and the enthusiastic participation in discussions of the delegates, which contributed to clarifying the role and responsibility of the Trade Union organization in law-making. Based on the above opinions, the Provincial Federation of Labor will re-evaluate, further evaluate and synthesize to send to the Vietnam General Confederation of Labor. The Vice Chairman of the Provincial Federation of Labor also suggested that after this workshop, the units continue to collect opinions from union members to supplement the draft law in the coming time.
