Ceremony announcing that Do Luong district has achieved the new rural standard.
On the morning of December 28th, the District Party Committee, People's Council, People's Committee, and Fatherland Front Committee of Do Luong District solemnly held a ceremony to announce the Prime Minister's Decision recognizing the district as having achieved the new rural standard in 2022.
Attending the ceremony were Central Committee delegates including: Le Quang Huy - Member of the Central Committee of the Party, Chairman of the National Assembly's Committee on Science, Technology and Environment; Hoang Minh Hieu - Standing Member of the National Assembly's Committee on Law; and Phuong Dinh Anh - Deputy Chief of the Central Office for New Rural Development.
Representing the province were Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; and members of the Provincial Party Standing Committee: Nguyen Nam Dinh - Standing Vice Chairman of the Provincial People's Council; Ho Le Ngoc - Head of the Provincial Party Committee's Internal Affairs Department; and Ngoc Kim Nam - Head of the Provincial Party Committee's Mass Mobilization Department.
Comrades members of the Provincial Party Committee: Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council; Nguyen Van De - Vice Chairman of the Provincial People's Committee, along with leaders of departments and agencies; officials of Do Luong district from various periods; leaders of districts, cities, and towns; and a large number of people from the district.

Presenting the report on the process of building the district to meet the standards of a new rural area, Chairman of the People's Committee of Do Luong District, Hoang Van Hiep, clearly stated: Do Luong is a land of culture and history, with an important strategic location and a glorious history. The people are intelligent and studious; diligent and hardworking; rich in patriotic and revolutionary traditions, and courageous and resilient in battle…

During the process of building new rural areas, the decisive involvement of Party committees and authorities at all levels, from the district to the grassroots, and especially the consensus of the people in the district, have created favorable conditions for the district to invest in infrastructure, promote socio-economic development, and improve the quality of life for the people.

By the end of 2021, all 32 communes had met the standards for new rural areas. Accordingly, the district directed localities to continuously improve the criteria, aiming towards advanced new rural communes, in accordance with the criteria set for new rural communes/advanced new rural communes issued by the Prime Minister for the 2021-2025 period. By the end of 2022, 5 out of 32 communes had met the standards for advanced new rural areas (15.626%). By the end of 2024, 9 out of 32 communes will have met the standards for advanced new rural areas (28.125%).
Based on the results achieved in implementing all 9/9 criteria for a new rural district, Do Luong district was recognized as meeting the standards of a new rural district in 2022 according to Decision No. 1370/QD-TTg, dated November 15, 2023, of the Prime Minister.

To date, Do Luong district has a new, modern and attractive appearance with a rapid rate of urbanization; stable economic growth, diverse development of services and trade, attracting many units and businesses to invest in the area, contributing to job creation and increased budget revenue.

The average growth rate of the gross regional product over the past 10 years has consistently remained quite high, averaging 10.16% from 2010 to 2015 and 12.53% from 2016 to 2020. By 2024, the economic structure will shift in the right direction; annual budget revenue will exceed 1 trillion VND; the employment rate for trained workers will reach 77.29%; and the employment rate for trained workers will reach 80.25%. The multidimensional poverty rate will be 4.64% in 2022 and will decrease to 1.23% in 2024; average income will reach 81.54 million VND per person per year by 2024.

During the period 2011-2022, Do Luong district mobilized over 5,513 billion VND in investment resources for new rural development. Of this amount: State budget: over 2 trillion VND, accounting for 36.88%; Credit loans: nearly 2 trillion VND, accounting for 35.8%; Enterprise support capital: 252,374 million VND, accounting for 4.57%; People's contributions: over 1,253 billion VND, accounting for 22.74%.
Continue to improve the quality of the criteria.
Speaking at the ceremony, Comrade Nguyen Van De, Vice Chairman of the Provincial People's Committee, congratulated and praised the achievements and results that the Party Committee, government, and people of Do Luong district have strived for and achieved in building new rural areas in the past time.

The Vice Chairman of the Provincial People's Committee affirmed that receiving the Prime Minister's Decision recognizing Do Luong district as having achieved the new rural standard is an honor and a source of pride, but also a great responsibility for the Party Committee, government, and people of Do Luong district.

To maintain the achievements made in the coming period, Vice Chairman of the Provincial People's Committee Nguyen Van De requested the Party Committee, government, and people of Do Luong district to continue to effectively implement the goals, tasks, and solutions in Resolution No. 15-NQ/TU dated May 19, 2024, of the Provincial Party Standing Committee on building and developing Do Luong district until 2030, with a vision to 2045, focusing on effectively implementing several contents:

Monday,Mobilizing and integrating resources in building new rural areas aims to create sufficiently strong and synchronized resources to build, maintain, and improve the achieved criteria. In this, the resources of the people play a decisive role, leveraging the strengths of the locality and continuing to promote and encourage all levels of the population to join hands and contribute to building new rural areas, making Do Luong homeland increasingly prosperous, beautiful, and civilized.
