Prior to this, schools need to implement activities to welcome new students to create a good impression from their first days at school; organize activities for new students to learn about the school's traditions and activities; disseminate school rules and regulations; and introduce educational activities, learning methods, and training at the school and in the classroom.

The opening ceremony will be organized with both a "Ceremony" and a "Celebration" part, in accordance with the school's actual situation and the psychology of students at each level, creating a joyful and enthusiastic atmosphere for the opening day - a nationwide celebration of bringing children to school.
The opening ceremony program is brief and solemn, with seven main components: Welcoming new students; Raising the national flag and singing the national anthem; Reading the President's letter to teachers and students on the occasion of the new school year; Opening speech; Ringing the ceremonial drum; Speech by senior leaders (if any); Closing. The speech should be concise and to the point, emphasizing the key tasks of the school year.
The "festival" part of the program is organized economically, ensuring it is appropriate for the psychological and physiological development of students at each educational level, and has high educational value.
Specifically for preschools, organizing the opening ceremony in the form of a "Children's Back-to-School Day" is suitable for the psychological characteristics of young children.
Ahead of the new school year, the Department also requested that schools, based on the 2023-2024 school year schedule for preschool, general education, and continuing education in Nghe An province, develop their school's educational plan for the entire school year, ensuring that the educational program content complies with regulations, is appropriate to the local situation, and is suitable to the school's conditions.

Review all school facilities and promptly address any dilapidated or unsafe items. Ensure good school hygiene, maintaining a "green, clean, and beautiful" educational environment; review and organize existing equipment; complete repairs and dispose of damaged or expired equipment. Ensure students have access to textbooks, preventing any shortage of textbooks at the beginning of the school year.
The Departments of Education and Training and the People's Committees of districts, cities, and towns shall arrange the management staff and teachers at educational institutions in a suitable structure and ensure sufficient numbers, avoiding localized surpluses or shortages in any one locality, prioritizing the allocation of enough teachers to teach the 2018 General Education Program in all grade levels.
