Afterwards, all delegates, officials, experts, and crew members attended the flag-raising ceremony of the national flag and the flag of the Vietnam People's Navy on board the Kilo-class submarine Hanoi. This is a newly implemented ritual, and Kilo-class Hanoi is one of the first submarines to have the Vietnamese Navy flag raised.
Admiral Nguyen Van Hien instructed and assigned tasks to the officers and soldiers of the Kilo-class ship Hanoi to quickly train and master the ship to be ready to defend the Fatherland. The Commander of the Navy also instructed that under all circumstances, they must safeguard the national flag and the Vietnamese Navy flag, preventing them from being lost or falling into the hands of the enemy.
The Hanoi submarine is the first of six Kilo-class, third-generation submarines that Vietnam ordered from Russia.

After a voyage lasting over a month, Vietnam's first Kilo-class submarine has arrived at Cam Ranh port. On January 3rd, the mother ship Rolldock Sea was submerged so that Kilo 636 Hanoi could operate independently, anchoring at the port and officially commencing operations in the sovereign waters of the Fatherland.
On the morning of January 8th, the Kilo-class submarine Hanoi left Cam Ranh naval base for the first time to conduct trials in the East Sea ahead of the official handover ceremony.
Previously, according to Thanh Nien newspaper, the Russian news agency RIA Novosti quoted a spokesperson for the Russian defense industrial complex (MIC) on January 9th as saying: "At the end of January 2014, the signing ceremony for the handover of the second Kilo-class submarine will take place in St. Petersburg." After the handover, a transport ship will carry the second Kilo-class submarine from the Baltic Sea to Vietnam.
According to RIA Novosti, Russia is expected to deliver the third Kilo-class submarine to Vietnam this year.
