However, vacant land planned for special-use forests and protective forests is concentrated in districts such as Ky Son, Tuong Duong, Que Phong, etc., so replacement forestation is extremely difficult.

One of the emerging difficulties is that the areas that can be planned for replacement forestation in mountainous districts arearea where people graze buffalo and cowsTherefore, along with mobilizing and propagating people to move buffalo and cow herds, units assigned to plant forests are forced to dig trenches, build fences...
