Deeply connected with reality, concretizing the content of the Party Resolution(*)

(Baonghean) - Excerpt from the speech of comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee at the conference to study and disseminate the Resolution of the 12th Party Congress of Nghe An province.

...The 12th National Congress of the Party was a great success. This is an event of great political significance, orienting, encouraging and motivating the entire Party, people and army to promote the spirit of patriotism, the will of self-reliance, the strength of great national unity, striving to soon turn our country into a basically modern industrialized country.

The Congress passed important documents that are not only of immediate significance but also of long-term strategic significance for the development of our country, including:

Political report of the 11th Central Executive Committee at the 12th National Congress of the Party; Report on the assessment of the results of the implementation of the socio-economic development tasks for the 5 years 2011-2015 and the direction and tasks of socio-economic development for the 5 years 2016-2020; Report of the 11th Central Executive Committee of the Party on summarizing the implementation of the 11th Party Charter; Report on summarizing the implementation of Resolution 4 of the 11th Central Committee "Some urgent issues on Party building at present".

To implement Directive No. 01 - CT/TW dated March 22, 2016 of the Politburo and Instruction No. 04 - HD/BTGTW dated April 8, 2016 of the Central Propaganda Department, in 2 days (June 16 and 17), the Standing Committee of the Provincial Party Committee organized a conference to study, disseminate and implement the Resolution of the 12th National Congress of the Party for key leaders from district level and above.

The documents of the 12th National Party Congress are the product of the collective wisdom of all cadres, Party members and people. The content of this Congress document is built on the basis of a profound summary of the theory and practice of 30 years of renovation, with the inheritance, supplementation and development of the content of the 11th National Party Congress Documents, of the Central Conferences during the term and the Party's guidelines and viewpoints in previous terms. The documents continue to affirm and perfect the Party's viewpoints and guidelines for renovation on the basis of creatively applying Marxism-Leninism, Ho Chi Minh Thought and absorbing international experiences suitable to the conditions of our country. The Congress documents have many new points, demonstrating the level of development of our Party's theoretical thinking in the fields of politics, economics, culture, society, national defense, security, foreign affairs, Party building and the political system. The highlight of the content of the 12th Party Congress Documents is the expression of consistent viewpoints, the most fundamental and core issues of the Vietnamese revolution, the principles in the Party's activities, while at the same time posing specific tasks and new, urgent issues arising from practical life.

In order for the Resolution of the 12th Party Congress to soon come into life, I suggest that we need to unify a number of viewpoints:

Firstly, it is necessary to consider the study and implementation of the Resolution as a broad political activity of special importance, aiming to create a change in awareness, unify will and action in the entire Party, people and army, first of all, the team of key cadres at all levels and sectors from the province to the grassroots.

Second: The work of studying and thoroughly grasping the Resolution must contribute to strengthening Party building in terms of politics and ideology, preventing and repelling the degradation of political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party; correcting and correcting distorted perceptions; and effectively fighting against erroneous and hostile viewpoints.

Third: It is necessary to study, discuss and clarify new points in the Resolution of the National Party Congress to add to the action program to implement the resolution at one's level.

Fourth: Through research and discussion, it is necessary to clarify the responsibilities of each agency and unit in implementing the resolution and striving to fulfill the goals and targets of the congress. It is necessary to continue to specify the resolution's contents and clearly assign responsibilities so that the resolution can permeate deeply into life.

With that spirit, I suggest that in the process of organizing the study, dissemination, propaganda and implementation of the resolution, comrades need to closely follow the goals, requirements and tasks stated in the Politburo's Directive, the Central Propaganda Department's Guidance and the Provincial Party Committee's Standing Committee's Plan.

To meet the requirements of innovation, improve the quality of learning, and thoroughly grasp the Party's Resolution, I propose that you:

Firstly: It is necessary to focus on studying and mastering the basic viewpoints, guiding thoughts, core contents and new issues in the documents of the 12th National Congress. Grasp the general goals and general tasks, the main indicators for national development in the next 5 years. Along with absorbing the congress documents, it is necessary to closely connect to solve practical problems arising in the localities and units in the fields of economic and social development, national defense, security, foreign affairs and Party building. In the 6 key tasks identified by the 12th National Party Congress, it is necessary to carefully study each task, connect with specific requirements and conditions to select, identify and direct the effective implementation of those tasks in the 2015-2020 term.

Second: After this conference, the Standing Committees of Party Committees at all levels, first of all the Secretaries, need to proactively implement the plan to study, disseminate and implement the Resolution of the 12th National Party Congress in their Party Committees in accordance with Plan No. 19 - KH/TU of the Standing Committee of the Provincial Party Committee. I request that the members of the Provincial Party Committee Executive Committee, Secretaries of Party Committees of districts, cities, towns, and directly affiliated Party Committees take responsibility for implementing, disseminating and studying the Resolution.

Third: Party committees at all levels must direct the study, dissemination, dissemination and implementation of the congress resolution in combination with the development of practical action programs and plans for both the collective and individuals. Overcome formalism and superficial study of the resolution. Innovate management methods and evaluate the quality of study, and evaluate the level of awareness of learners regarding the basic contents and new points of the resolution and the capacity to apply the resolution of cadres and party members in the localities, agencies and units where they work. In discussions and writing reports, it is necessary to propose specific solutions to remove difficulties and obstacles that are emerging in localities, agencies and units.

Fourth: Political theory research and teaching agencies shall base on the content of the resolution to develop programs and theoretical research topics, summarize the practical implementation of the 12th Congress Resolution, and promptly update, supplement, and perfect political theory teaching programs and textbooks to suit each specific subject.

Fifth: Propaganda work on the Resolution of the 12th National Party Congress needs to be carried out extensively and regularly, with many diverse, rich, attractive and appropriate forms for each target audience, ensuring that the Congress Resolution is disseminated and propagated to the majority of people.

I believe that, with a serious spirit and high responsibility, the Conference to study and disseminate the Resolution of the 12th National Party Congress will achieve good results, laying the foundation for successful implementation at the district and grassroots levels...
