Russia downplays impact of new US sanctions

Russian Finance Minister Anton Siluanov said that additional US sanctions harm bilateral relations between Moscow and Washington, but Russia's financial system will not be affected by external pressure.

"The Russian economy has proven itself to be impervious to external restrictions in recent years. As for public and corporate debt, we believe that the financial system we have created allows us to meet the needs of the budget and businesses for loans," Minister Siluanov said.

Earlier, the US State Department announced a second package of sanctions against Russia in connection with the poisoning of former double agent Sergei Skripal in the UK last year.

Iran seizes third foreign cargo ship in just one month

Iran’s Guards announced on August 4 that they had seized a ship carrying 700,000 liters of smuggled oil and seven crew members, but did not disclose the identity of the ship. The IRGC did not disclose the ship’s owner or the nationalities of the captured sailors. The tanker was taken to the southwestern port of Bushehr before the oil was confiscated.

This is the third seizure of a commercial vessel by Iran in the past month in the Gulf, after Tehran seized the Panamanian-flagged cargo ship MT Riah on July 13 and the British-flagged oil tanker Stena Impero on July 19. London accused this of being a retaliation for the UK's seizure of the Grace 1 oil tanker off the coast of Gibraltar last month.

South Korea and US begin joint military exercises despite North Korea's warnings

The joint exercise will begin on August 5 with a computer-simulated command post exercise (CPX) to deal with any emergency situation on the Korean Peninsula and last for half a month.

After the computer-simulated exercise, the sides will spend the remaining 10 days determining the South Korean military's ability to assume wartime operational control (OPCON) from the United States.

Observers say the joint US-South Korea military exercises could trigger a reaction from North Korea. The US and South Korea canceled or scaled back major joint military exercises after the Inter-Korean Summit in April 2018 and the US-North Korea Summit in June 2018.

On August 4, the International Tribunal for the Khmer Rouge in Cambodia (ECCC) announced that former Khmer Rouge leader Nuon Chea had died at the age of 93.

Mr. Neth Pheaktra, spokesman for the ECCC, confirmed that defendant Nuon Chea died on the night of August 4 at the Khmer-Soviet Friendship Hospital in the capital Phnom Penh.

The Extraordinary Chambers in the Courts of Cambodia (ECCC) are special courts in Cambodia established by the United Nations and the Cambodian Government in 2006 to try crimes committed by leaders of the Khmer Rouge regime. On November 16, 2018, the ECCC announced the verdict of life imprisonment for two former Khmer Rouge leaders, Nuon Chea and Khieu Samphan.
