Previously, through understanding the situation, Father Phan Van Thang learned that many young parishioners in Hoi Yen parish had been storing and using homemade guns that shot marbles with alcohol; storing knives and swords of all kinds, affecting security and order in the area. Father Phan Van Thang coordinated with the Nghi Van Commune Police Department to organize propaganda and mobilize people to detect and denounce violations.
