The move shows that the US wants to strengthen Vietnam's global role in electronic chip manufacturing, as a link in Washington's grand strategy to minimize risks related to China in this field.

According to Reuters, along with top Vietnamese and US officials, including Secretary of State Antony Blinken, senior executives from Google, Intel, Amkor, Marvell, GlobalFoundries and Boeing were on the list of attendees for trade talks.

Among these tech giants, some have invested or announced investments in Vietnam. For example, Intel has a $1.5 billion factory in southern Vietnam to assemble, package and test electronic chips. This is Intel’s largest factory in its global network, and the corporation is planning to expand its factory in Vietnam. To date, Intel is still the American brand with the largest revenue in the Vietnamese market.

Amkor is building a large, modern factory near Hanoi to assemble and test semiconductors. During a visit to Hanoi in July, US Treasury Secretary Janet Yellen said the factory is currently on schedule, expected to be completed in September 2023, and put into trial production by the end of October 2023.

Chip design firm Marvell says it plans to build a “world-class” center in Vietnam.

US officials have repeatedly assessed that assembly and design are segments of the electronic chip manufacturing industry that Vietnam has the potential to develop rapidly. Along with that, Vietnam also has aspirations to build its own chip factories.

Semiconductors are expected to be a focus during President Joe Biden’s visit to Hanoi on September 10-11, US officials said, and upgrading bilateral ties between the US and Vietnam could boost cooperation in artificial intelligence (AI) – an area in which Google is a global leader.
