Mr. Vu Pham Quyet Thang:In fact, when appointing personnel, we should not have a prejudiced view of their family background or who they are, but only need to know that they are good people, responsible to society, have basic training and understand the job they will be assigned.
Regarding the issue of “the whole family being in office” in some localities, I think we should only criticize the appointors for not carefully considering the real abilities of their children and the children of other workers who are inherently more capable than their children. That is the key point.
Personally, I, you or anyone, when having the right to be recruited or appointed, always choose our close relatives or friends because they are the people we know. But that knowledge is not enough, it also requires the participation of specialized agencies and organizations to consider and evaluate the capacity of the person being appointed.
In reality, when selecting personnel for the agency, the leader has the right to consider his or her children participating in that work, but whether they are qualified or not is another matter, although everyone wants to give priority to their children. That should not be criticized. Society should be generous when looking at their children and people in places like that.
PV:Your approach is very fair, but why do you think people are so upset these days when they hear about "children of the powerful" or "the whole family being officials"?
Mr. Vu Pham Quyet Thang:Because in reality, that appointment was not done correctly, violated regulations, and took advantage of the imposed position and authority to find ways to put their children in positions that they could not handle, while ignoring those who had full qualifications, capacity and virtue.
So, the fault here lies with the leaders and the professional agencies, not the appointees. We should not criticize the "children of the powerful" but criticize those who put them in positions they do not deserve to sit in - We should only blame them for their cowardice in not daring to refuse and their shamelessness in accepting an unbearable responsibility.
I know there are fathers who are high-ranking officials who have refused to approve the appointment of their children to leadership positions when they considered the correlation unreasonable.
PV: Recently, public opinion has also raised a lot about the appointment of Ms. Tran Vu Quynh Anh in Thanh Hoa province, which has also caused outrage. What is your opinion on this case?
Mr. Vu Pham Quyet Thang:In the "lightning-fast" appointment case in Thanh Hoa, it seems that public opinion is getting carried away with criticizing her for her beauty and other things, but I think that what needs to be criticized here is the character, ethics and responsibility of the leaders as well as the competent authorities in Thanh Hoa who appointed Ms. Quynh Anh, causing many consequences, negatively affecting the reputation of the Party and the government.
For those individuals who directly caused this incident, in my opinion, they must be dealt with strictly and publicly to the people, and it is necessary to remove them from our management apparatus. This is also a challenge for the Thanh Hoa Party Committee and government, as well as the competent authorities. Similarly, when other localities and agencies are discovered to have wrongdoings, they must also be dealt with in the same way.
PV: So what do you think when the authorities concluded that she was not qualified but was still appointed, while there were a series of management agencies and party agencies participating in the assessment and evaluation of personnel?

It clearly shows that the Party organization there is weak, the trade union, women's and youth organizations there are not operating effectively, so the leaders can interfere and be manipulated haphazardly like that. If there were a strong, united and knowledgeable Party organization, this would never happen. Therefore, there are two problems that arise here: the leaders are no longer qualified to lead, and the specialized organizations need to be strengthened and rearranged so that they can promote their roles and responsibilities.

PV: In fact, recruitment today depends a lot on the will of the leader, how to limit this?
Mr. Vu Pham Quyet Thang:That is to promote grassroots democracy, build strong mass organizations, create solidarity and unity in the agency, towards a common goal, then we will eliminate the arbitrary and irresponsible power of a certain leader. People can suppress an individual but cannot suppress a collective, a social opinion which is inherently the truth of life.
PV: In order to find and select qualified and talented staff, what issues should we pay attention to?
Mr. Vu Pham Quyet Thang:Prime Minister Nguyen Xuan Phuc once said something that I found very accurate: the selection and appointment must choose talented people, not relatives. The Prime Minister's intention was to criticize personal feelings that ignore the processes and regulations on the capacity and ability of officials.
Recently, there has been a situation of choosing relatives over talented people because, as I said at the beginning, it is not really objective and lacks respect for social discipline. Therefore, to recruit and appoint competent people, the sense of responsibility of each person and each organization is very important. In particular, the sense of responsibility of each cadre in the agency, unit and the role of mass organizations in the agency such as youth, women, trade unions, etc. must be promoted according to their inherent functions.
Like it or not, in the current context, when there are too many scandals about appointments, it shows that when appointing incompetent people, it means you have shirked your responsibility, because incompetent people cannot help you do your job well.
