Eliminate outsiders, accept 6 people from the district chairman's family

Quang Binh Provincial Party Committee is clarifying information that in one year, up to 6 children and grandchildren of the Chairman of Minh Hoa district were accepted to work at agencies in the district.

Speaking to VietNam Net, Quang Binh Provincial Party Secretary Hoang Dang Quang said: “We have just received an anonymous complaint. According to regulations, anonymous complaints cannot be resolved, but in this case, we still assigned the Provincial Party Committee's Inspection Committee to verify and clarify. After the matter is clarified, it will be announced according to regulations,” Mr. Quang said.

Previously, Ms. Dinh Thi Long, residing in Quy Dat commune, Minh Hoa district, filed a complaint about the Chairman of the district People's Committee Dinh Huu Nien unilaterally terminating the labor contract with her daughter, Cao Thi Thu Hien (born in 1992), to accept a relative, Mr. Cao Duc Lam, to replace her at the district's Boarding School for Ethnic Minorities.

In September 2015, Ms. Hien was signed a labor contract by the Chairman of the People's Committee of Minh Hoa district at that time to work as a school health worker at the school. This contract was valid until the recruitment of civil servants.

However, on October 26, 2016, Mr. Dinh Huu Nien signed a decision to unilaterally cancel the contract with Ms. Hien and then accepted Mr. Cao Duc Lam (his wife's nephew) to replace Ms. Hien without going through civil servant recruitment.

“Before his labor contract was terminated, my child did not receive any notice or documents as required by the Labor Law. Even though in 2015-2016, my child received the title of advanced worker,” said Ms. Long.

The complaint also states that from late 2015 to early 2016, six of Mr. Dinh Huu Nien's children and grandchildren were hired to work at agencies in the district.

Are family members recruited through exams?

According to Mr. Nien, his children and grandchildren who were accepted as officials in agencies in the district over the past year have all passed the civil servant and public employee exams.

In the case of Ms. Cao Thi Thu Hien, at the end of 2016, the District People's Committee submitted a request to the Department of Home Affairs to recruit commune health workers (intermediate level or higher), but she did not submit an application, so the district had no reason to recruit her.

“Before terminating the labor contract with Ms. Hien, the district also notified the school and Hien personally 1 month in advance, not that there was no notice. In all cases, I did not participate in the Recruitment Council, so the recruitment was very objective…”, Mr. Nien affirmed.

It is known that on May 5, the Standing Committee of Minh Hoa District Party Committee organized a review of the responsibility of Mr. Dinh Huu Nien, Deputy Secretary of the District Party Committee, Chairman of the District People's Committee for transferring 145 cadres and teachers at 43/53 schools in 2016 against regulations.
