(Baonghean) - To effectively achieve the poverty reduction target, Nghe An province has implemented Directive 03 with practical actions. In particular, a creative approach is the movement of agencies and units in the province to help poor communes in especially difficult areas, which has made the clearest mark.

In 2007, grassroots party organizations under the Provincial Party Committee of the Provincial Civil Servants' Block began to directly help especially disadvantaged mountainous communes in the two districts of Tuong Duong and Ky Son. From the effectiveness of this policy, the province learned from experience and continued to replicate this model and good practice by deciding to assign agencies and units to help poor communes.

With the efforts of the entire political system, from the sincere help, each agency and unit has devoted special feelings and responsibilities to poor households and poor communes. Up to now, after 4 years of implementing the campaign to help poor communes in the Western region of the province, it has brought about encouraging results.

To achieve these results, agencies and units directly survey the current socio-economic conditions, production facilities, infrastructure, income and people's lives to develop support and assistance plans suitable to the specific natural conditions and needs of each commune. Each agency and unit has different ways of doing things in accordance with the political tasks of their units.

For example, he was assigned to help Yen Tinh commune of Tuong Duong district, with specific activities related to his profession such as free medical examination and treatment, equipping medicine cabinets for 9/9 villages, building kitchens and dining rooms for boarding students; building charity houses...

The Department of Health also guides and implements a pilot economic development model based on the plan for developing medicinal plants and livestock. The total budget that the Department of Health provided to help Yen Tinh commune from 2012 to 2015 was over 1 billion VND, including cash and in-kind items, which brought practical benefits to people in this remote area.

Units donate breeding cows to poor people to develop livestock farming.

Mr. Vi Van Minh, Cap Chang village, Yen Tinh commune, Tuong Duong shared: “Since the medical staff came to visit, examine patients, give cows and warm clothes, our village has been very happy and touched. Through the propaganda work of the medical staff, the awareness of the villagers in various fields has been raised, especially knowledge of health care, environmental protection and disease prevention and control”.

With the help and support of Nghe An Provincial Youth Union in the forms of building boarding houses for the people, propagating the law, a model of gathering youth in ethnic minority areas, directing and coordinating forces in the 8th Youth Union to help people build a hybrid rice growing model from 1 crop to 2 crops.

Providing capital support for youth and training, transferring science and technology, the unit also donated breeding cows to help extremely poor households here with a total support budget of over 1.1 billion VND.

The lives of people in Dooc May commune, one of the most difficult communes of Ky Son district, have recently changed a lot, the most positive being the change in people's awareness of economic development.

As for the Provincial Party Committee's Mass Mobilization Committee, it chose to help Thanh An commune, Thanh Chuong district by strengthening the political system such as guiding, giving advice, supplementing and building working regulations, and building socio-economic development plans for the commune each year and period.

In such models, in addition to supporting seeds and crops, agencies and units also focus on transferring techniques and encouraging self-reliance among people to overcome poverty.

Typically, the Provincial Police supported Chau Hoan commune (Quy Chau) with 98 breeding cows, helping 34 households escape poverty; the Rural Development Department supported 19 households in Nghia Lac commune, Nghia Dan district with 38 goats.

In the same way, Nghe An Newspaper donated cows to some poor households in Xieng My commune (Tuong Duong) with the commitment of the commune leaders and the households receiving the cows that after giving birth, the cows will be transferred to the families to raise. There are many models to help "fishing rods" of the units such as:

Department of Planning and Investment, Provincial Fatherland Front Committee, Ethnic Minorities Committee, Bank for Agriculture and Rural Development, Vinh University, Party Committee of Enterprise Bloc, Department of Labor - Invalids and Social Affairs, Farmers' Association, Department of Transport... Thanks to that, there have been dozens of models of livestock breeding, cultivation, production development, and livestock breeding that are creating practical values ​​with the help of agencies, units and the labor of the people.

Along with that, effective activities carried out through the program to help poor households include supporting the construction and repair of temporary, dilapidated houses and giving savings books.

In particular, many units and enterprises have had meaningful programs and activities such as: Thien Tam Fund, Vicom Company under Vingroup Group supported the construction of 50 charity houses for poor households, with a total amount of 2,500 million VND; implementing the program "Joining hands for the community - Breeding cows to help the poor in the border", from August 2014 to now, the Provincial Border Guard Command has coordinated with Viettel Company to organize 10 rounds of giving away 3,659 breeding cows, each worth 15 million VND to 3,659 poor households in border communes in the province, Traffic Construction Corporation 4 donated a "cow bank"... worth tens of billions of VND.

In addition to the above assistance, agencies, units and organizations also support poor communes to overcome the consequences of natural disasters, organize programs such as: Support fund for the poor, "Gratitude fund", "Support to school"... to collect donations to support poor communes.
