Amidst the flood, humanity remains green as the Government “has, is, and will do its best”, and people across the country are sending out relief shipments. A Vietnam that “protects itself from storms in the morning and from the scorching sun in the afternoon” continues to overcome difficulties and move forward.

Failure is not allowed

Before chairing a meeting with the Central provinces to discuss solutions to cope with storms and floods, Prime Minister Nguyen Xuan Phuc visited the people of Dong Tu village, Hien Ninh commune (Quang Binh), the most heavily flooded area, where 100% of houses were submerged in the flood. Now, every step taken by the Central people leaves behind a thick layer of mud, devastated roads, toppled trees, and even children's school notebooks are wet and smudged with writing...

But the ruins will soon be in the past, the heavens and earth bring storms and floods, but also return good crops, layers of mud still waiting for the hands of the farmers when the storms pass. "Enduring floods on floods, storms on storms, "misfortunes never come singly", but the more it is like that, the more we must have the will, the more we must have the optimistic spirit to move forward" - said the Prime Minister.

Having inspected this work many times, the head of the Government has clearly pointed out the responsibility of the Government and local authorities at all levels, "responding to natural disasters must be considered a challenge that must be overcome and must not be allowed to fail". Every time news of a storm making landfall is received, almost the entire Government rushes to the localities to join authorities at all levels in taking care of the people.

Three years ago, in September 2017, there was a storm that the Minister of Agriculture and Rural Development Nguyen Xuan Cuong had to use the phrases "tormenting" and "persistent" to describe, storm number 10. It was a storm with a very high intensity of level 10 - 11, gusting to level 13 - 14, making landfall directly at Ngang Pass, with the greatest impact on Ha Tinh province; at the same time causing heavy rain, widespread rain from Nghe An to Thua Thien - Hue.

Anxious about the people, Prime Minister Nguyen Xuan Phuc traveled along the three central provinces from Ha Tinh to Quang Binh. Observing the entire route, he felt his worries were somewhat reduced when the local authorities did a good job of propaganda, so people took shelter from the storm, and no one was on the road. People did not dare to go out, but the Prime Minister was still on the road to ensure "no one goes hungry, no one is left desolate", as the Prime Minister affirmed before he urgently went to the eye of the storm.

The Prime Minister directed local authorities as well as ministries and branches to do the most specific things, not to talk too much, not to point fingers in general. And he set an example by taking the lead himself. Arriving in Dong Hoi (Quang Binh) in the late afternoon after traveling more than 300km by car in the misty rain, witnessing the entire city plunged into darkness, the Prime Minister asked the leaders of the Ministry of Industry and Trade to focus on restoring normal electricity to the people by all means.

A month later, canceling all work on October 12, 2017, Prime Minister Nguyen Xuan Phuc went to Ninh Binh, directly inspected the flood response work at Lac Khoi Spillway, Gia Lac Commune, Gia Vien District, Ninh Binh, and took a canoe on Hoang Long River, one of the three rivers with the most complicated flood developments... The Prime Minister wanted to see with his own eyes the level of danger to people's lives and livelihoods, not just sit and listen to reports.

Never give up

Since the beginning of the new Government term, every year for the past 4 consecutive years, Prime Minister Nguyen Xuan Phuc has directly chaired the National Conference on Natural Disaster Prevention. In natural disaster prevention, he believes that human love can overcome the harshness of nature when he always sees that whenever a natural disaster occurs, people across the country, despite being poor, are still enthusiastic about providing relief.

Looking back at the storms that have passed during this term, it is an undeniable fact that the entire political system has responded quickly, proactively, and decisively to the storms, and all levels of government have a great responsibility in protecting the safety and property of the people.

The Prime Minister also affirmed that, “in responding to natural disasters, all levels of government must take primary responsibility. Vietnam is a country that “protects against storms in the morning and against the sun and fire in the afternoon”, but has never surrendered to natural disasters. If the government is responsible and the people are aware, it will not be difficult to overcome the challenges of natural disasters.

No locality can stand aside because natural disasters do not follow any rules and directly affect the peaceful lives of people. Letting people go hungry and cold is the responsibility of the government.

Looking back at the storms that have passed during this term, it is an undeniable fact that the entire political system has responded quickly, proactively, and decisively to the storms, and all levels of government have a great responsibility in protecting the safety and property of the people.

As with storm No. 10/2017, all provinces in the eye of the storm and the storm passed, local leaders were on the streets directing rescue efforts. Military Region 4 dispatched more than 22,000 soldiers, the Ministry of Public Security reinforced 9,000 people for the 3 provinces of Ha Tinh, Quang Binh, Nghe An to support storm recovery work and were ready to send more troops upon request from the locality.

Or like in the recent days of floods in the Central provinces, dozens of officers and soldiers sacrificed their lives while participating in rescue operations. From the Prime Minister, Deputy Prime Ministers to Secretaries and Chairmen of localities, all went out with the people.

The head of the Government made it clear that sharing the people's joys and sorrows is the Government's natural responsibility. Since being elected and approved by the National Assembly for the new term in July 2016, the Government has issued the Government's Action Program for the 2016-2021 term, in which it is unified and determined to build a united, strong, resolute Government, focusing on serving the people, and bringing happiness to the people as the highest goal. Each member of the Government upholds the spirit of responsibility before the Party, the State and the People.

The more trouble, the more persistent

At this time, the Draft Document to be submitted to the 13th Congress is being solicited for public opinion. The Agenda of the 10th Session will set aside a day to solicit National Assembly deputies' opinions on this Draft.

One of the outstanding new points of the Draft Document is the aspiration to develop the country, not only to build a strong Vietnam but also to emphasize the happiness of the people.

Along with that is a new development in thinking about the people. In addition to the democratic mechanism, so that people know, people discuss, people do, people inspect as before, the draft document submitted to the 13th Congress also added the content of "people supervise and people benefit". 5 years ago, the 12th Congress determined to promote the strength of great national unity; now, the 13th Congress has expanded and emphasized arousing the aspiration to develop the country, promoting the will and strength of great national unity combined with the strength of the times...

In fact, at every Congress, the Party has placed the People as the main subject and especially valued the People. At the 13th Congress, due to the very high requirements for national development and in a context of many favorable and challenging opportunities, such as this year with the COVID-19 pandemic and continuous natural disasters in the Central region, the role of the People has become even greater.

Currently, Vietnam does not have a specific index to measure the happiness of the people. However, the level of happiness assessment is present in almost all indicators, even seemingly dry indicators such as GDP. The Government often emphasizes that the Vietnamese economy must not only strive for rapid growth, but must have quality, sustainable growth and all people must enjoy the fruits of growth. Growth must bring happiness to the people.

Vietnam is known to the world as a country that is constantly improving in terms of happiness. In 2018, Vietnam ranked 95th out of 156 countries in the United Nations World Happiness Report 2018. By 2019, Vietnam ranked 94th and in 2020, it rose to 83rd place in this ranking. In many other rankings, Vietnam is always called a happy country.

Amidst the COVID-19 pandemic, Vietnam has emerged as a safe and livable country when all people receive the attention of the State in the fight against this virus. In the midst of natural disasters, it is not too difficult to see smiles in the flood zone when the government and people join hands and unite, even though disasters never come alone, floods on floods, storms on storms, but the more disasters, the more united, the more steadfast.
