Fraudulent irrigation project, embezzlement of 40,000 USD
Nguyen Dinh Thuy, 46 years old, boasted of having connections at the Ministry of Agriculture and Rural Development to trick people into accepting 40,000 USD to run an irrigation project and then embezzled it.
On September 18, Thuy, residing in Dai Kim ward, Hoang Mai district, was prosecuted and temporarily detained by the Hanoi Police Investigation Agency to investigate the crime.Cheatappropriation of property
According to initial investigation, Thuy did not have a stable job but boasted that she had many relationships at the Ministry of Agriculture and Rural Development, with many "doors" to run irrigation projects.

In 2018, Thuy agreed to help a man, promising to be able to apply for two projects to repair and upgrade the Bac Nam Hai and Bac Nam Ha irrigation systems. He offered to pay 20,000 USD for each project.
Thuy said that 10 days after receiving the money, he would take the business owner to meet with the leaders of the Ministry of Agriculture and the investors of the two projects to get instructions on submitting the bidding documents. He also promised that if after 10 days things did not go well, he would return the money.
Thuy then received the full $40,000 twice to run the irrigation project but failed and appropriated all the money for personal use. Police are looking for more victims of Thuy's fraud.
