Fraud, forgery of documents
(Baonghean.vn) -After a period of intensive investigation, on August 21st, the Security Investigation Agency of the Nghe An Provincial Police recovered and returned the application file for a license to establish a representative office of a foreign business in Vietnam for Lap Thanh Wuhan Geotechnical Company (Hubei, China). These files had been lost by several individuals involved in a ring that forged official government documents.
Wuhan Lap Thanh Geotechnical Co., Ltd., headquartered in Hubei, China, is currently undertaking several construction projects for the Formosa Ha Tinh Steel Plant in Ky Anh, Ha Tinh province. During the process of registering a license to establish a representative office for a foreign business in Vietnam, the company was exploited by unscrupulous individuals who forged the license, seriously damaging the company's reputation and resulting in the loss of all original documents, hindering its business operations in Vietnam.
The Security Investigation Agency of the Provincial Police Department is completing the procedures to return the case file to the victim.
Previously, the Nghe An Provincial Police received a request from the Nghe An Department of Industry and Trade to clarify suspected forged documents of Lap Thanh Vu Han Geotechnical Engineering Co., Ltd. The Nghe An Provincial Police's Security Investigation Agency launched an investigation and successfully dismantled a ring producing forged diplomas, certificates, and official government documents led by Truong Quang Thach, residing in Xuan Hong hamlet, Nghi Xuan district, Ha Tinh province. Through several intermediaries, Thach was the final link in the chain, forging the license to establish a representative office of a foreign business in Vietnam for Lap Thanh Vu Han Geotechnical Engineering Co., Ltd. Furthermore, Truong Quang Thach colluded with Nguyen Van Tan, Nguyen Thanh Luan, Nguyen Van Bac in Quang Binh province and Pham Hong Tuan in Nghi Loc district, Nghe An province, forming a ring specializing in forging various types of diplomas and certificates such as high school diplomas, university, college, and vocational school degrees, motorcycle and car driving licenses, business licenses, and quality inspection stamps.
The Investigation Agency of the Nghe An Provincial Police also investigated and clarified the matter, recovering all important documents related to the application for a representative office establishment license, and returning them to Lap Thanh Vu Han Geotechnical Engineering Co., Ltd. to reapply for the license.
