(Baonghean) - Drawing on lessons learned from previous terms, the Anh Son District Party Committee Standing Committee has unanimously agreed to rotate cadres to grassroots levels, assigning them to serve as chairmen of communes, while selecting specialized units that match the cadres' capabilities to maximize effectiveness.

As the administrative, economic, and social center of the district, Anh Son Town still has a monotonous appearance and slow economic development. Although the district Party committee has strengthened the position of town Party secretary for three terms, this is mainly for political stability. Several important positions remain inadequate, and many long-standing issues are causing public dissatisfaction. Recognizing that a breakthrough requires focusing on economic and social development and improving the urban landscape and environment, after selecting four department heads as candidates for the position of town People's Committee chairman, the District Party Committee Standing Committee carefully considered and analyzed the strengths and weaknesses of each candidate to choose two for voting. With a high number of votes, Mr. Hoang Xuan Cuong (born in 1980), Head of the Department of Industry and Trade, was transferred to become the town People's Committee chairman.

After assuming his duties, Comrade Cuong immediately set to work, assigning each specialist to independently identify and review long-standing unresolved issues, and requesting them to propose solutions to address these problems. Upon receiving reports from each officer, he organized meetings to discuss and provide feedback on the content and solutions to reach a consensus on task implementation. Although he has only been in office for a short time, the new chairman has accomplished quite a lot, including: organizing the clearance of traffic corridors and upgrading and expanding the road section from National Highway 7A to Anh Son General Hospital; clearing and upgrading the inner-city road in Block 5 of the town; constructing a waiting area for students at the primary school, kindergarten, and the road leading to the afternoon market in Block 6; upgrading and renovating the waste disposal site in Dong Tu, Block 6B; and upgrading the road section in front of the town's People's Committee headquarters. Completing the dossier and receiving the decision from the Provincial People's Committee to survey and select the location for the detailed planning of the working headquarters of the Party Committee - People's Council - People's Committee - Fatherland Front Committee of the town; carrying out the work of clearing the road safety corridor, removing illegal advertising signs, and planting new trees along the one-way road; installing house number plates for agencies and households along National Highway 7A section through the town, expected to be completed by April 30th; establishing a working group to inspect interspersed residential land, public land used for improper purposes, and some locations where land is not used effectively in order to develop better management and utilization plans; surveying the burial area of ​​the town cemetery and developing a plan for expanding the cemetery...

Discussing the achievements of the new Chairman of the Town People's Committee, Comrade Le Hong Vinh, Secretary of the District Party Committee, affirmed: "Regarding the achievements of officials, the district leadership does not evaluate them; it is better to understand the people and let them speak for themselves." Speaking with Ms. Le Thi Van, 54 years old, residing in Block 6A, she said: "I find the new chairman very decisive and also very reasonable and compassionate in clearing the traffic congestion in front of the General Hospital. This was a hot and prominent issue discussed in many Town People's Council meetings, and it has only now been resolved. Currently, the road to the hospital is wide and spacious, and the people are very happy." Mr. Vuong Dinh Chau, residing at house number 272, block 4B, expressed his satisfaction: “The people wholeheartedly support the installation of house numbers; it's beautiful, civilized, and convenient for communication... Since the new chairman took office, the town has undergone many changes. The central market area, which had long been a garbage dump, caused great frustration among the people, who had petitioned many times, but only now has this chairman resolved the issue. The garbage dump has been cleaned up and is now used as a place for households selling flowers and ornamental plants. Although the chairman is young, he also rolled up his sleeves and participated with the people in clearing traffic corridors and planting trees along the road leading to the hospital area and the inner city area…”

Ms. Le Thi Ha from Block 4 happily shared: “Since the committee opened the waiting area at the kindergarten gate, there is no more crowding and chaos. During a community meeting, the block leader also announced that a shelter will be built to protect parents from rain and sun, and the company is currently working on it. We are truly satisfied that the local government understands and cares for the people.”

Build trust through closeness and sharing.

Hung Son is a unique commune, with 33% of its population being Catholic, a small number of Party members, and many shortcomings in state management. The system of documents issued for guidance and administration is not well-organized, mainly relying on experience; the working style of commune officials and civil servants lacks seriousness; citizen reception is not carried out according to regulations; the handling of situations by some officials is limited due to a lack of methodology; production guidance is not comprehensive, neglecting agricultural land and relying primarily on tea cultivation. The political security situation, especially religious relations, remains potentially complex, and propaganda work in various fields is limited. As a model new rural commune of the district, Hung Son urgently needs the role of a leader, an experienced leader in management and direction, to achieve the new rural development goals in 2015.

On July 9, 2014, Comrade Hoang Dinh My, former Deputy Chief of the District People's Council Office (formerly the Principal of a secondary school), was transferred to become the Chairman of the People's Committee of Hung Son Commune. In his new position, Comrade My, together with the commune's leadership team, developed monthly plans, implemented flag-raising ceremonies and weekly meetings... He strengthened the construction of infrastructure and cultural institutions, supplemented and adjusted working regulations, creating a clear shift in work style and conduct, which was recognized by the people. He held meetings and assigned officials to engage with the people through forums such as "living with the people," listening to their opinions and aspirations to resolve issues, and also opened suggestion boxes in the villages...

Sharing her experience in leadership and guidance at the local level, including religious affairs, Comrade My stated: “To get things done, we need to be close to the people, understand them, listen to what they say, and resolve issues thoroughly based on legal and emotional relationships so that the people will trust us. The Party Committee and the People's Committee have issued guiding documents to manage religious and belief activities in the area. The commune leaders regularly visit, share with, and connect with priests and religious leaders during holidays and festivals; they are close to them and disseminate the Party's policies and guidelines. At the same time, they pay attention to developing Party members among the parishioners to strengthen the fighting capacity of the Party organization...”

Commenting on the deployment of cadres to strengthen local administrations, Comrade Le Quang Quan, Head of the District Party Committee's Organization Department, said: "Based on lessons learned from previous terms, the rotation of cadres to grassroots levels has not created a breakthrough in the position of Party Secretary. Therefore, the District Party Committee's Standing Committee has decided to pilot the rotation of cadres to the position of Chairman of the People's Committee in communes and towns. The practical experience in the town and the success in pacifying the people and fostering unity in Hung Son shows that the District Party Committee's Standing Committee has set the right direction. In the near future, some units will review and strengthen the rotation of cadres to the position of Chairman of the People's Committee in communes to create a new breakthrough…"
