(Baonghean) - Rotating district-level cadres to hold key leadership positions in difficult areas is one of the contents that the Con Cuong District Party Committee focuses on implementing. The rotated cadres work with the grassroots to overcome difficulties and solve outstanding problems.

Breaking localism, increasing solidarity

With the viewpoint of selecting young cadres, in the planning with good capacity, qualities, and a high sense of responsibility to bring them back to challenge themselves in new positions in remote, isolated, and difficult areas, which are heavily influenced by the local ideology of "family and clan", from 2015 to present, Con Cuong district has transferred 6 cadres to Con Cuong town (2 people), Don Phuc, Cam Lam, Mon Son and Luc Da communes.

Comrade Luong Viet Tung - Deputy Chief Inspector of the District People's Committee was transferred to the position of Chairman of the People's Committee of Mon Son Commune. Having worked in many positions related to the fields of industry and trade, economy - infrastructure, industry, etc., Comrade Tung is expected to be a breath of fresh air to change the border commune about 25 km from the district center.

Recalling the early days when Comrade Tung first came to the grassroots, Secretary of the Party Committee of Mon Son Commune, Vi Van Nam, shared: “In the Party Executive Committee of the commune, there were still a few individuals with strong localist ideology, not wanting “outsiders” to take up positions in the locality, especially in such an important position. But with his quick approach, tactful behavior, serious and receptive working attitude, and his own real experiences and concerns, Comrade Luong Viet Tung gradually won the trust of the collective.”

In Con Cuong town, before the time when Deputy Chief of the District Party Committee Office Nguyen Cong Oanh was transferred to the position of Secretary of the town Party Committee, there were signs of a lack of solidarity within the Party Committee, the spirit of collaboration among cadres and party members was not high, and there were even key cadres who violated the law to the point of having to be disciplined and forced to quit their jobs.

In that situation, the Standing Committee of the District Party Committee assigned Comrade Nguyen Cong Oanh to preside over and work with the Party Committee to consolidate and perfect the organization, leadership and direction of innovation in the working style and manner of cadres and civil servants. “The Party Committee of the town has established on-duty teams to monitor compliance with working hours, public ethics and office culture of cadres and civil servants in the spirit of Directive 26 of the Prime Minister and Directive 17 of the Provincial Party Committee on strengthening discipline and administrative discipline. Thanks to that, we promptly detect and correct violations, improve the ethics and responsibility of each cadre and Party member, and at the same time build a higher solidarity and unity within the agency and unit”, said the Secretary of the Party Committee of Con Cuong town.

The Secretary of the Con Cuong District Party Committee said that the locality will review all rotations in the coming time. From now until 2020, according to the plan, Con Cuong will rotate 3-4 more cadres down to the commune level.

Clear mark

Breaking through the “cocoon” called “locality” and evoking the spirit of solidarity at the grassroots level is only the initial success of the reinforced and rotated cadres. Con Cuong district is continuing to set higher requirements for the rotated cadres, that is, they must be concerned, promote youth, creativity and enthusiasm to join the locality in making further and stronger leaps.

In Mon Son commune, right from the time he "wet his feet" as Chairman of the Commune People's Committee, Comrade Luong Viet Tung carefully surveyed the area and discovered a land area of ​​tens of hectares but the people only used it for small-scale livestock farming, not "awakening" and exploiting its full potential. After careful discussion in the Party Committee, Mon Son commune proposed the district to survey for investment, and then the district proposed to the province to call for attracting the Thien Son 2 Orange Farm project with a scale of 70 hectares, expected to be implemented in the near future.

Comrade Tung recalled: “The land clearance work was difficult at first, some people even misunderstood, we had to mobilize from cadres to people, clearly explain the process for them to understand, not rush to do shortcuts. I personally went to the field many times, re-measured each plot of land with the people, encouraged them to hand over the land soon and negotiate and settle when there were small disputes with each other. To create broad consensus, the commune also organized 2 more dialogue sessions, at the commune People's Committee headquarters and in Tan Son and Lang Cang villages.”

In the coming time, when the project is officially implemented, making good use of the vacant land fund, Chairman of the People's Committee of Luong Viet Tung commune also cherishes the plan to coordinate in building geographical indications, raising the brand of Cam Con Cuong, bringing Mon Son to a more breakthrough development, awakening the "sleeping elephant" through investment in traffic infrastructure, inviting businesses to come here to develop tourism along the Giang River.

From the position of Deputy Head of the Economic - Infrastructure Department of the District People's Committee, in 2015, Comrade Lo Van Ly was transferred to become Chairman of the People's Committee of Don Phuc Commune. In his new position, he has accompanied the unit to build specific plans, criteria, and regulations for strict coordination and implementation.

Thanks to that, the local economy has shown an upward trend, the average income increased from 8 million VND in 2015 to 9 million VND in 2016, the poverty rate decreased from 50.5% to 45%. Not only that, the reclaimed land area of ​​Don Phuc has also increased to more than 50 hectares, mobilizing people to grow sugarcane from the first year with only 5 households with a scale of 7 hectares to now reaching 67 households with a scale of 30 hectares, ensuring output for people to have a stable income, a more prosperous life every day.

In addition, comrade Lo Van Ly is also very interested in promoting democracy at the grassroots level, participating in village and hamlet meetings many times to directly grasp the thoughts and aspirations of the people. “At first, many people were afraid to speak up because they thought “will speaking up solve anything?”, but gradually as their awareness gradually changed, they also contributed more voices.

In 2016, for the first time, Don Phuc organized a dialogue between the commune government and the people, receiving positive feedback, and up to now this activity has been maintained regularly at least twice a year, serving as a forum for the commune to listen and grasp information from the people as quickly as possible, contributing to limiting petitions and creating high consensus," said comrade Ly.

Comrade Nguyen Dinh Hung - Member of the Provincial Party Committee, Secretary of the District Party Committee said: "When transferring cadres to the grassroots, there are cases where they perform well, there are cases where they do not perform well, the reason may be due to the individual comrade, but it may also be due to the superiors not really paying attention and being close enough to promptly help resolve difficulties and obstacles. That is the reason why the District Party Committee recently held a meeting to evaluate the performance of the transferred cadres, and to intervene and support when necessary so that these comrades can maximize their capacity and qualities, creating their own mark associated with a breakthrough in the socio-economic development of the locality".
