Rotating cadres according to Resolution 11-NQ/TW: Good cadres, good movement

Cultivate practical skills

Talking about practical experiences at the grassroots level, comrade Nguyen Huu Luong - Chairman of the People's Committee of Huu Kiem Commune (Ky Son) said: The biggest "gain" of rotated cadres is to cultivate comprehensive ability; experience in management, operation, and solving problems arising at the grassroots level.

For comrade Nguyen Xuan Thang - former Deputy Head of the Propaganda Department of Tan Ky District Party Committee, who was transferred to work as Secretary of the Tan Phu Commune Party Committee, "it is the collision with reality that has helped the transferred cadres gain more skills and experience in handling situations because working in the district requires a narrow but deep expertise, while working in the commune requires covering and closely following all work".

Comrade Vang Hong Chuyen - Chairman of the People's Committee of Thach Giam commune (Tuong Duong) discussed the production situation with the people.

As for the former Chairwoman of the Thanh Chuong District Women's Union, Nguyen Thi Mai Phuong, when receiving the decision to transfer to the position of Secretary of the Thanh Duong Commune Party Committee, she determined that "this is an opportunity for me to learn, gain more practical experience, and contribute to the development of the local general movement".

Therefore, the first thing the new Party Secretary of Thanh Duong commune started to do was to review the policies, resolutions, directives, and projects being implemented at all levels, on that basis assigning each department to be in charge of inspecting, supervising, urging, and proposing specific solutions to put the resolutions and projects into practice.

Comrade Nguyen Sy Hung - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Thanh Duong commune shared: Although he has just moved to the locality for a short time (since March 2017), the sense of responsibility for work; especially the spirit of overcoming difficulties to learn from practice, the serious working style of the Party Secretary of the commune has helped the grassroots cadres to approach the new and effective working style well".

Through discussions, leaders of local Party committees, both the receiving and the rotating cadres, all agreed that: Implementing the rotation work has created new motivation for cadres to demonstrate their thinking, capacity, strengths, and creativity; at the same time, training and challenging cadres to improve from specialized to comprehensive (district cadres in charge of one field are rotated to become Party Committee Secretary or Chairman of the Commune People's Committee) and from comprehensive to specialized (key commune-level cadres are rotated to departments, offices, and organizations at the district level). Many people, after completing their work, are assigned to work in higher positions than before the rotation.

Overcoming local, closed situations

Reality also shows that through the implementation of cadre rotation, the closed, local, isolated and team-based situation in some establishments and fields has been overcome. Agencies, sectors and establishments with rotated people have gradually become more open and clearly realized that receiving rotated cadres has a strengthening meaning, helping their units and localities to have a positive change in all fields, creating trust among cadres, party members and people in the leadership and management of the Party Committee and government.

From the practical experience, comrades Lang Van Xuan and Lu Van May, Heads of the Organization Committee of Quy Chau District Party Committee and Tuong Duong District Party Committee, both said that: The work of rotating cadres has helped the Party Committees to better perform the work of evaluating, planning, training, fostering, using cadres and implementing cadre policies. At the same time, it creates an environment to help cadres accumulate practical experience, gradually mature, have more comprehensive viewpoints, perspectives and methods of leadership and direction.

On the side of the grassroots cadres, they can also learn from the rotated cadres about working style, manners, spirit, and responsibility, limiting deference and delay in resolving administrative procedures and urgent, prominent issues in the area...

For key officials at the commune level, being rotated from one locality to another helps them "escape" from the work environment that gives rise to subjectivity such as "hometown" and "familiar colleagues", thereby avoiding inertia and stagnation in management and leadership.

"When transferred to a new location, it will motivate grassroots cadres to promote a high sense of responsibility, a sense of striving to improve, and overcome subjectivity and satisfaction when staying in the same location and position for a long time" - Comrade Nguyen Quang Minh - Chairman of Dong Son Commune People's Committee (Do Luong) shared his assessment.

Promote grassroots movement

Through the rotation, it shows that most of the cadres rotated to localities, especially difficult and complicated areas, have affirmed their spirit, responsibility and capacity by helping localities have movements in various fields.

For example, in Ky Son district, district officials were transferred to difficult areas such as Muong Long, Pha Danh, Bao Nam, Huu Kiem, Bac Ly... which helped the locality overcome the mentality of waiting and relying on others, proactively finding ways to promote socio-economic development.

Comrade Nguyen Huu Luong - former Deputy Chief of Office of Ky Son District People's Committee, is one of 5 district officials transferred to the commune in the first batch. Holding the new position of Deputy Secretary of the Party Committee, Chairman of the People's Committee of Huu Kiem Commune, an area consisting of 9 hamlets mainly inhabited by Thai and Kho Mu ethnic groups, where people's lives are still difficult, the first thing the new Chairman of the Commune People's Committee will do is to divide his time reasonably to both go down to grasp the situation at the grassroots level and learn about the specific work, leadership and management methods of the Party Committee and the government.

From there, advise the locality to consolidate and rearrange the staff, clearly assign people and tasks based on the capacity and training strengths of each person; assign responsibilities to each cadre and civil servant to actively stay close to the locality, promptly advise on solving problems arising at the grassroots level. At the same time, create positive changes in the working style and awareness of performing public duties of cadres and civil servants in the locality.

In the economic field, comrade Nguyen Huu Luong has directed the establishment of models that bring practical results, contributing to increasing income for local people such as: Clean vegetable model in Khe Nhinh; biosafety chicken farming model in Na Luong 2 village; mushroom growing model in Na Chao village; Na Loi fragrant rice growing model in spring; Thien Uu 8 high-quality rice growing model in summer-autumn crop...

Rotated to work as Secretary of the Party Committee of Quynh Vinh commune (Hoang Mai town), comrade Ho Sy Tung directed the locality to convert more than 260 hectares of ineffective land to grow turmeric.

Also in Ky Son district, comrade Tran Quoc Dong - former Deputy Head of the District Party Committee's Inspection Committee was assigned to be the Party Secretary of Pha Danh commune - a much more difficult area than Huu Kiem commune. Determining that in order to change the mindset of "fear of hardship and suffering" of the people here, it is necessary to first change the mindset of cadres and party members, comrade Tran Quoc Dong mobilized cadres and civil servants of the commune People's Committee to set an example in carrying out specific tasks for the people to follow, such as developing a ginger planting model in the commune headquarters, a 100-root tea model led by the Farmers' Association, a clean vegetable planting model led by the Women's Association, etc.

The new Party Secretary of Pha Danh commune also helped the locality solve many problems such as building a water tank for civil servants, proposing to repair a landslide-affected road for the people of Huoi Nhuc village; breaking ground for the Huoi Nhuc kindergarten cluster, building a community cultural house in Xan village...

According to comrade Tran Quoc Dong, "to create trust with the people and solidarity, unity, and consensus within the organization, in addition to strengthening the grassroots and bringing the locality forward in all aspects, the rotated cadres must be truly exemplary, and truly match their words with their actions"...

In Tuong Duong district, the areas where district officials were mobilized and transferred have all seen development breakthroughs. In Thach Giam commune, to support the locality in accelerating the pace of reaching the new rural destination, the Standing Committee of the District Party Committee has mobilized comrade Mac Van Nguyen - former Standing Member of the District Party Committee People's Council to work as Deputy Secretary of the Commune Party Committee and Chairman of the People's Committee.

After creating a push to help the locality successfully break through to the new rural finish line, comrade Mac Van Nguyen was withdrawn and appointed to the position of Chief of the District Party Committee Office.

The district continues to transfer comrade Vang Hong Chuyen - Deputy Head of the Ethnic Affairs Department of the district People's Committee to become Chairman of the People's Committee of Thach Giam commune. Comrade Vang Hong Chuyen's task is not only to help the locality maintain the criteria of a new rural commune, but also to focus on building a strong political system.

With the motto "strong from the village", comrade Vang Hong Chuyen directed the consolidation of the Party cell committee and village management board, boldly arranging young, capable, enthusiastic and dynamic people into the village apparatus.

Currently, all 9/9 villages of Thach Giam commune have the deputy secretary of the Party cell as the village chief; 9/9 villages have established village covenants with specific provisions such as no dowry, no illegal proselytizing, no free-range livestock and poultry, gambling and harboring gamblers, regulations on punishment for petty theft (agricultural and forestry products)... which are strictly followed by the people.

“When working at the grassroots level, cadres must be closely involved, go directly to the scene to inspect, talk to people, and give directions for solutions. If we just sit in one place and listen to reports, it will be difficult to grasp the problems arising in the area,” said comrade Vang Hong Chuyen.

In the exchange, comrade Pham Trong Hoang - Secretary of Tuong Duong District Party Committee said: In general, the transferred cadres have quickly integrated into the new environment and have creative ways of working, contributing to accelerating the plan to build new rural areas, eliminate hunger and reduce poverty, thereby creating positive socio-economic development steps in localities...
