Theory plays an important role for the Party and its activities. If we do not pay attention to studying Marxism-Leninism and Ho Chi Minh Thought, it will lead to ideological and political degradation. If this degradation occurs without being prevented, it will lead to contempt for theory, laziness in studying, inability to protect oneself, and easy acceptance of opposing ideas.

When affirming the importance of theory for the Party and its activities, President Ho Chi Minh quoted Lenin as saying, "Without revolutionary theory, there is no revolutionary movement." The document of the 12th Party Congress also assessed: "The work of summarizing practices and researching theories has not met the requirements of the renovation process. The system and program for training and fostering political theory still have many unreasonable points."

The concretization of the Resolution of the 12th National Congress and the Resolution of the 4th Central Committee of the 12th tenure on strengthening Party building and rectification; preventing and repelling the degradation of political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party has pointed out a number of manifestations of degradation of political ideology, including "skepticism and lack of trust in Marxism-Leninism and Ho Chi Minh's thought" and "misperception of the meaning and importance of theory and studying political theory; laziness in studying Marxism-Leninism, Ho Chi Minh's thought, the Party's guidelines, lines, and resolutions, and the State's policies and laws".

Associate Professor, Dr. Nguyen Minh Tuan, Director of the Institute of Party Building, Ho Chi Minh National Academy of Politics, said: The Central Committee emphasized that laziness in studying Marxism-Leninism and Ho Chi Minh Thought; laziness in studying the Party's guidelines, policies, and resolutions, and studying the State's legal policies are also manifestations of political and ideological degradation.

“The Party points out the signs of political and ideological degradation, which I think is very correct and accurate. This is also a new feature in the Resolution of the 12th Central Committee, which is no longer speaking in general terms but analyzing specifically so that each Party member can examine himself or herself in those signs of degradation, see if he or she has them or not, and to what extent, in order to warn, remind, self-criticize and criticize within the Party cell," said Associate Professor, Dr. Nguyen Minh Tuan.

The signs of degradation in political ideology are having a major impact on the belief in the social regime chosen by the Party and the people. When the belief is reduced, the fighting spirit and will to fight will be reduced. In particular, the signs of degradation in each person with power and authority will become an obstacle in the agency and unit, causing disunity. Besides, if we do not study theory or pay attention to theory, theory will become increasingly dull and it will be easy to absorb unorthodox ideas. Thus, we will not be able to fight to protect the correct ideology of the Party.

Associate Professor, Doctor Nguyen Trong Phuc, senior lecturer (Ho Chi Minh National Academy of Politics), affirmed: Resolution 4 of the 12th Central Committee sets out the goal of preventing and repelling the degradation of political ideology, which is that currently in the Party there are cadres who do not pay attention to studying theory. Because of not paying attention to studying the theory of Marxism-Leninism, it leads to degradation of political ideology. If that degradation occurs and cannot be prevented, it will lose its revolutionary nature and leadership role.

Therefore, according to Associate Professor-PhD Nguyen Trong Phuc, it is necessary to improve intellectual level, theoretical level, consolidate ideological foundation of Marxism-Leninism and Ho Chi Minh thought. Prevent the degradation of political ideology, fading of ideals, lack of confidence in the revolutionary path, the ideal of national independence and Socialism in the current period.

The consequences of incorrect perception in studying and applying political theory and Ho Chi Minh's ideology lead to easily disregarding theory and being lazy to study, not being able to protect oneself and therefore easily accepting opposing ideas. Therefore, to overcome shortcomings and prevent degradation, Resolution 4 of the 12th Central Committee also proposed 4 groups of solutions. In the first group of solutions, the Central Committee requires studying political theory and self-criticism and criticism.

Associate Professor, Dr. Nguyen Minh Tuan said that studying political theory, Marxism-Leninism, Ho Chi Minh Thought, the Party's policies and the State's laws is the responsibility of every cadre and party member. To combat the decline in political ideology, that sense of responsibility must be raised. Party committees at all levels must develop annual study plans for party members and send people to study. "Only when you study systematically can you see the newness of theory and the creativity of theory. In fact, in the past 30 years of renovation, the issues of perfecting the Party's policies and guidelines and the State's laws and policies have made progress, from studying theory to approaching modern theory. On that basis, there is a solid foundation of the methodology of Marxism-Leninism and Ho Chi Minh Thought on Vietnam's revolutionary path. Recently, on the occasion of the 110th anniversary of General Secretary Truong Chinh's birthday, General Secretary Nguyen Phu Trong visited and worked at Truong Chinh Political School in Nam Dinh province. Speaking here, the General Secretary requested to thoroughly overcome the situation of laziness in studying theory, manifestations of underestimating the role of Marxist-Leninist theory, while hostile forces are trying to sabotage our Party's ideology... To avoid the misconception about the meaning and importance of theory and studying political theory, first of all, each cadre and party member must be humble, overcome difficulties in research and study; and courageously defend the truth of Marxism-Leninism and Ho Chi Minh's thought.
