Civil servant salaries can reach up to 15.75 million VND per month.
According to a draft being developed by the Ministry of Labour, Invalids and Social Affairs, the highest salary coefficient could reach 15 instead of the current 13. If the minimum wage of 1.05 million VND is approved, the maximum salary for civil servants would reach 15.75 million VND.
The Ministry of Labour, Invalids and Social Affairs is currently leading five major projects related to wages, including: the Minimum Wage Project; Wage Relations; Wages for Production and Business; Wages for Meritorious Individuals; and Social Insurance.
Regarding the Salary Relations project, the Ministry of Labour, Invalids and Social Affairs is studying the application of a maximum coefficient based on the highest functional level or depending on the complexity of the job. Accordingly, the maximum coefficient is expected to be raised to 15 instead of the current 13, applicable to senior specialists at level 3. The average coefficient will be raised from 2.34 to 3.5. The corresponding minimum, average, and maximum coefficients would then be 1, 3.5, and 15, respectively.
Therefore, if we apply the above coefficient to the current minimum wage, the minimum, average, and maximum levels would be 830,000 VND, 2.905 million VND, and 12.45 million VND per month, respectively. However, if we calculate based on the minimum wage of 1.05 million VND currently under consideration by the National Assembly, the new coefficient would result in salaries of 1.05 million VND (level 1), 3.675 million VND (coefficient 3.5), and 15.75 million VND (coefficient 15), respectively.
Authoritative sources from the Ministry of Labour, Invalids and Social Affairs shared that calculating minimum, average, and maximum wages is not complicated. The key issue lies in the salary system reform plan being studied by relevant units within the Ministry: whether the highest coefficient should be based on job title or the complexity of the work. Currently, the highest coefficient of 13 applies to the position of General Secretary - President. If based on the complexity of the work, the highest coefficient would apply to senior experts.
"All the aforementioned options are for discussion. After finalizing the plan, we will seek feedback from relevant ministries and agencies, and then submit it to the Government for consideration," the source said.
In its report to the National Assembly on the 2012 State budget estimates, the Government also set a goal of prioritizing spending on human resources, including reforming the salary system and ensuring social security.
