During the 2020-2025 term, amidst numerous difficulties, especially the impact of the Covid-19 pandemic, natural disasters, and landslides, the Party Committee, government, and people of Luong Minh commune demonstrated a spirit of unity, proactiveness, creativity, and decisiveness in leadership, guidance, and task implementation. As a result, the locality achieved many positive results in various fields, contributing to changing the rural landscape and improving the lives of the people.

Luong Minh is a particularly disadvantaged mountainous commune, with a natural area of ​​over 22,700 hectares, comprising 10 villages divided into 3 zones; a population of 5,199 people, mainly ethnic minorities such as Thai, Khmu, and O Du. The poverty and near-poverty rate reaches 83.8%. The commune's Party Committee has 18 subordinate branches with 353 Party members. During the term, the commune completed 19 out of 33 resolution targets, including 7 targets exceeding the plan.

Party building work has been identified as a key task. The study and emulation of Ho Chi Minh's ideology, ethics, and style have been widely implemented, linked to the implementation of Central Committee resolutions on Party building and rectification. Party branch meetings have become more organized and their quality has improved; the work of developing Party members has received attention, with 42 new members admitted, exceeding the target. Inspection and supervision work has been carried out in accordance with regulations, contributing to maintaining strict Party discipline. The grassroots political apparatus has been streamlined and operates effectively.

In the economic field, the commune has achieved many remarkable results. Average per capita income reached 26 million VND/year, an increase of over 23% compared to 2020. Agriculture is oriented towards sustainable development, applying science and technology to improve productivity and product value. Several distinctive products are gradually building brands, such as the La village rice wine, which has achieved OCOP 3-star certification. Forest protection, fisheries development, and livelihood diversification are being promoted. Rural infrastructure has been invested in, with 26.5 km of roads leading to production areas and solar-powered lighting installed in 5 villages.

Although small-scale, industry and handicrafts have developed, contributing to job creation and increased income. Some traditional crafts such as rattan and bamboo weaving and civil carpentry are maintained and encouraged to develop. Commercial services, especially in villages around the reservoir, have seen positive changes.

The socio-cultural sector continues to make significant progress. The school network is rationally planned, and facilities are gradually being improved. The quality of education has been enhanced, and universal education at all three levels is maintained. Cultural and sports activities, as well as the movement to build a cultured lifestyle in residential areas, have been promoted, with the percentage of cultured families reaching over 71%.

Healthcare and public health services have been prioritized. In 2024, the commune was re-recognized as a national standard commune for healthcare. Social welfare policies and support for poor households and families entitled to preferential treatment have been fully implemented and targeted correctly. Humanitarian and charitable activities to support the poor are increasingly widespread.

Administrative reform and digital transformation have made positive progress. Commune-level public administrative centers operate effectively; 100% of officials and civil servants use electronic document management software. Community digital technology teams have been established in all villages. People are gradually accessing and using online public services, becoming familiar with the digital citizen model.

National defense and security continue to be maintained. Local military work is carried out synchronously, achieving 100% of the recruitment target. Social order and safety are ensured, preventing the emergence of hotspots. The movement of the entire population protecting national security has achieved clear results, with 10 out of 10 villages meeting the criteria of "drug-free villages".

Sustainable and inclusive development

Entering the 2025-2030 term, the Party Committee and people of Luong Minh commune are implementing goals and tasks in the context of the country undergoing a strong transformation, entering a period of rapid and sustainable development based on science and technology, innovation, and digital transformation.

The local government apparatus, organized according to a two-tier model, is becoming increasingly streamlined and efficient. The commune Party committee is united and highly cohesive; the political system is strong; political security is stable; and consensus among the people continues to be promoted – these are favorable factors to drive comprehensive development in the new phase.

However, Luong Minh still faces many difficulties and challenges. Even in the first year of its term, Typhoon Wipha (Typhoon No. 3) caused serious damage, destroying many rural infrastructure projects and is predicted to increase the rate of poor and near-poor households. Socio-economic infrastructure is still lacking in uniformity and connectivity. Many projects are dilapidated and have not received timely investment or repair. Investment resources for development are limited, while the area faces difficulties in exploiting revenue sources…

In light of this reality, the Party Committee and people of Luong Minh commune have clearly defined the overall goal for the entire term as follows: Strengthening Party building and rectification, improving the effectiveness and efficiency of the political system; promoting social democracy and the strength of national unity; developing internal resources and maximizing all resources to effectively exploit the potential and strengths of the commune; continuously improving the material and spiritual lives of the people; accelerating and strengthening national digital transformation; linking socio-economic development with consolidating national defense and security, and building a strong and comprehensive Party and political system.

To concretize the above objectives, Luong Minh commune has set 20 targets. The focus is on the following areas: economy, culture and society, environment, national defense and security, and Party building and the political system. Based on this, seven groups of tasks have been identified. The focus is on five groups of breakthrough, synchronized solutions for implementation.

The commune has clearly identified key breakthroughs that need to be prioritized during this term. First and foremost is preserving and promoting the cultural identity of indigenous ethnic groups, creating a solid foundation for security and order stability in the area. Next is focusing on building essential infrastructure, especially transportation, electricity, clean water, education, and healthcare facilities. Simultaneously, it will accelerate administrative reform, with a focus on digital transformation, building an e-government, and moving towards a digital government to improve the efficiency of services provided to the people.

One of the key tasks is to improve the quality of local human resources to meet development requirements. The commune will also effectively implement poverty reduction policies, support production development, and create sustainable livelihoods for the people. In particular, priority will be given to applying science and technology in agriculture, promoting the development of production models suitable to local conditions, and increasing productivity and income.

Alongside socio-economic solutions, Luong Minh focuses on ideological work, strengthening propaganda and mobilization to eliminate the mentality of waiting and relying on others among cadres, Party members, and the people, and to build a spirit of initiative, creativity, and overcoming difficulties to move forward.

With strong political determination, consensus among the people, and a clear development orientation, Luong Minh commune aims to steadily advance, narrow the development gap with other localities in the region, gradually improve the lives of its people, and build a more prosperous, civilized, and sustainable homeland.
