Manh confessed that due to a gambling debt of nearly 100 million VND, he decided to steal to pay off his debt. His targets were students living in rented rooms. Regarding the theft of property from a medical student on March 16, Manh confessed that after a period of surveillance, he discovered that Ms. MA was renting a room alone in Mau Lam hamlet (Hung Loc commune), near the suspect's house, so he planned to steal property.
At around 2 a.m. on March 16, Manh covered his face and went to Ms. MA's rented room, climbed over the fence, and broke into the room. Knowing that Ms. MA was asleep, he used pliers to pry open the door latch and break into the room.
While he was searching her belongings, Ms. MA suddenly woke up. Before she could react, he used a sharp knife to threaten her neck, forcing her to lie still... Because she was so scared, Ms. MA could only helplessly watch him steal a laptop, a phone and 370,000 VND.
Manh also confessed that in addition to the robbery in the early morning of that day, he had also carried out four robberies using the same method at student and worker dormitories. "I often drove a taxi alone to commit crimes at places I had taken passengers to, so I knew the way around," Manh confessed.
The investigation and arrest of Phan Ba Manh was carried out by Vinh City Police in close coordination with Department A71 of the Ministry of Public Security and Department of Technical Affairs II (Provincial Police). Detectives suspected that the suspect used a taxi to travel. All taxi routes during that time were checked and verified. After 8 days of investigation, combined with many pieces of evidence, Vinh City Police decided to arrest Phan Quoc Manh for theft and robbery.
On March 23, detectives were assigned to lie in wait in Hung Loc commune to arrest the suspect. When Manh returned from work and was walking near his house, the police raided and arrested him. Searching Manh's house, the detectives seized 1 pair of scissors and 1 pair of pliers as tools used in the crime. Based on Manh's testimony, on March 26, Vinh City Police seized 2 laptops, one of which belonged to Ms. MA, and several other properties that were evidence in other thefts committed by Manh.

It is known that Manh is the second child in a well-educated family. Failing the university entrance exam, Manh often hung out with friends, playing around and hanging around. His parents let him learn to drive, but Manh was not satisfied with the job of driving a taxi, complaining about the low salary. At the age of 18, Manh committed a robbery and was sentenced by the People's Court of Vinh City to 4 months in prison, suspended for one year.
In 2005, Manh stole and received an additional 12 months of suspended imprisonment. Four years ago, Manh was sentenced to 33 months in prison by the Vinh City People's Court for the same crime of theft. After being released from prison, Manh returned to his hometown and returned to his job as a taxi driver.
Due to his hedonistic and lazy nature, Manh continued to commit crimes, but this time with more sophisticated, daring and reckless methods. Currently, the Vinh City Police Department has temporarily detained Phan Quoc Manh for further investigation and clarification.
