Affirming the political core at the grassroots
According to the assessment of the Organizing Committee of Do Luong District Party Committee, at grassroots party organizations in the area, many party members have both fulfilled their leadership roles and demonstrated exemplary behavior in mobilizing the masses to implement important local goals.

The reality in many Party cells has clarified the lesson that if the Party cell has good leadership and Party members enthusiastically volunteer to set an example, any difficulty can be overcome and any work in the locality can be done well.

Regarding Minh Tho Party Cell - one of the grassroots party organizations with a large number of party members of Hoa Son Commune Party Committee with 53 party members out of a total of 954 people, recognized for many consecutive years with the title "Typical clean and strong", Party Cell Secretary Thai Dinh Tung shared: "The Party Cell has concretized the task of Party building work with the goal of "4 goods": good responsibility - good quality of activities - good self-criticism and criticism - good solidarity and discipline".

Therefore, the Party cell focuses on directing organizations to promote cultural, artistic, and sports movements, creating a healthy playground, aiming to attract and gather outstanding people to select factors to train and admit into the Party. Most Party members after being admitted are given favorable conditions by the Party cell committee to participate in community work, promote their capacity and youth, and build a strong Party cell. Secretary of the Minh Tho hamlet Party cell Thai Dinh Tung said: "On average, each year, the Party cell admits 1-2 new Party members. The source of outstanding people is mainly discovered and trained from the practical and effective movements of the local mass organizations."
The Party cell of Hamlet 4, Da Son commune has 49 party members, of which 2/3 are retired cadres, with qualifications and much experience in mobilizing the people. Party cell secretary Tran Thi Nam said that realizing that these are positive factors in implementing movements and campaigns of the village, at each meeting, the Party cell regularly assigns specific tasks to each party member, requiring each individual to promote the spirit of being a role model and taking the lead.
When the commune launched the new rural construction, the Party cell mobilized Party members to unite and be determined to effectively use the State's support along with internal resources to build infrastructure such as building concrete roads for the hamlet, building canals, and building cultural houses. It is not easy to mobilize people to support money, working days, give up land, and move fences to build roads and cultural houses. Therefore, in order to complete the Party cell's mission, 100% of Party members in the Party cell took the lead in fundraising. When the amount of money contributed was only 35 million VND, the Party cell was still determined to start building the cultural house, and persistently "go to every alley, knock on every door" to mobilize and explain to people to understand and support. The dedication and exemplary role of the Party cell members was well received by the people, so from then on, people not only donated land but also actively supported other things. From the effectiveness of the people's mobilization work, hamlet 4 is the pioneer hamlet of the commune to build a spacious cultural house entirely from the people's internal resources with a contribution of up to 800 million VND.
Synchronous solution
From the 2010 - 2015 term, the Standing Committee of Do Luong District Party Committee issued Project 01 on "Improving the leadership and combat capacity of grassroots Party organizations in the period of accelerating industrialization and modernization of the country", with the aim of making Party organizations truly the core of comprehensive leadership of political tasks, leading the building of strong government and socio-political organizations from the district to the grassroots level. To implement this Project, each organization has selected a number of specific contents and tasks to implement.

For example, for Hoa Son commune, the focus is on improving the quality of rural party cell activities. Hoa Son commune Party Secretary Thai Thanh Hien said: "In regular party cell activities, we encourage frank discussion and debate to reach consensus, uphold the principle of democratic centralism and the principles of Party building, thereby promptly correcting distorted perceptions, fighting and criticizing in a constructive spirit, to progress together, creating unity in viewpoints."
Identifying the inspection of Party cell activities as a key task in Party building, every year, the Standing Committee of the District Party Committee assigns targets to Party committees to organize inspections at the grassroots level and to each Party cell directly under the grassroots Party Committee. On average, Party committees coordinate to inspect the regular and thematic Party cell activities of 120 to 150 Party cells.

During the inspections, the Party cells were pointed out to have shortcomings and limitations and helped the Party cells orientate on the content and methods of innovation in activities and management. Thanks to that, most Party cells after the inspections have promoted their role and responsibility in effectively leading and implementing the Party cell's political tasks, contributing positively to the work of building a clean and strong Party cell and Party organization in all aspects.
Assessing the leadership capacity and fighting strength of Party organizations in the district, Deputy Head of the Organization Board of Do Luong District Party Committee Nguyen Cong An affirmed: Many Party organizations have maintained and promoted their role as political cores, effectively implemented key tasks, and built strong local governments, organizations, agencies, and units.
In order to create synchronization from the district to the grassroots level, to accelerate the process of perfecting the institutions, organizing the apparatus and improving the quality of activities of members in the political system of communes and towns, contributing to improving the quality of effective implementation of Project No. 01 of the District Party Committee, Do Luong focuses on leading the construction of the political system of communes and towns in a synchronous manner, through the internal efforts of the grassroots level, with further promoting the leadership role of grassroots party organizations; the management and operation of the government and the coordination, criticism and supervision of local political and social organizations and unions.
With more than 10,000 party members operating in 73 branches and grassroots party committees, including 516 party cells directly under the grassroots party committees, in 2017, Do Luong Party Committee did not have any grassroots party organizations classified as weak, of which 86 party cells achieved "Typical clean and strong".
