Impersonating a police colonel's nephew, defrauding 550 million VND in 'school admission'

Claiming that his uncle was a police colonel, Tran Hoang Vinh promised to "get" Mr. Hoan's child into a military school and then a police school, defrauding Mr. Hoan of a total of 550 million VND.

On December 28, Bao Loc City Police, Lam Dong Province, prosecuted and issued an order to temporarily detain suspect Tran Hoang Vinh (temporarily residing in Bao Loc City) to investigate the act of fraud and property appropriation.

Previously, on December 23, Mr. Nguyen Huu Hoan (residing in B'Lao ward, Bao Loc city) filed a complaint against Tran Hoang Vinh for promising to get his son into the Military Academy and then the Police Academy for 550 million VND but did not do so.

Bao Loc City Police have clarified this complaint, and learned that in April 2016, Vinh and his wife moved from Phan Thiet, Binh Thuan province to Bao Loc City to rent a house.

While living here, Vinh met his neighbor, Mr. Hoan. Knowing Mr. Hoan's wish to send his son, NMN (born in 1999, currently in 12th grade) to study at military schools, Vinh suggested that Mr. Hoan send Ngoc to the Military Academy in Cu Chi District, Ho Chi Minh City. Mr. Hoan agreed and asked Vinh to help.

On June 20, Mr. Hoan and his wife Trinh Thi Tho met Vinh and told him about their family's wishes. After this conversation, Mr. Hoan and his wife gave Vinh a total of 10 million VND twice as "tea and water".

Vinh promised to take care of Mr. Hoan's son to get into the Military Academy and by mid-July 2016, Vinh had received money from Mr. Hoan and his wife 3 times, each time 5 days apart, with a total amount of 55 million VND.

After that, Vinh went online to find out and informed Mr. Hoan that the Military Academy had met its enrollment quota. Seeing that, Mr. Hoan asked Vinh to find out if he knew anyone who could help him apply for his son and the Police Academy.

Vinh said that he had an uncle named Long, who was currently a police colonel, who could take care of it.

On July 20, Vinh used a strange phone number to call Mr. Hoan, impersonating his voice, claiming to be Colonel Long, Vinh's uncle, and asked Mr. Hoan to transfer 40 million VND through Vinh.

As of early October 2016, Mr. Hoan had given Vinh 11 times with a total of 200 million VND. After receiving the money, Vinh went to Ho Chi Minh City to buy a pair of shoes, a police belt and 2 handcuffs to give to Mr. Hoan so that Mr. Hoan would believe that Vinh had a relative who was a police officer.

On October 23, Vinh called Mrs. Tho, also impersonating her, claiming to be Colonel Long. Vinh asked Mr. Hoan and his wife to give him more money to take care of the work.

From October 24 to December 21, Mr. Hoan and his wife transferred money to Colonel Long 22 times via passenger buses running on the Bao Loc - Ho Chi Minh City route with a total amount of 300 million VND.

On December 23, Vinh returned from Ho Chi Minh City to Bao Loc. Suspecting Vinh of fraud, Mr. Hoan filed a complaint./.
