Losing a series of benefits when not changing to a personal identification number plate
From August 15, 2023, car and motorbike license plates will be issued and managed according to the vehicle owner's identification code - identification plate, according to Circular 24 of the Ministry of Public Security.
Managing license plates based on personal identification not only helps state management work become more effective but also brings many benefits to the people.
Identification number plates are number plates issued and managed according to the vehicle owner's identification code with symbols, number plate series, size of letters and numbers, and number plate color according to regulations.
The issued identification license plate will follow the organization or individual for life to support the management and retrieval of vehicle information and vehicle owner information on the database system.
The birth of identification plates does not change the license plate numbers of individuals and organizations, but the change here is in the method of managing license plates.
Accordingly, in vehicle management, vehicle identification plates help the police easily access information about people and vehicles to verify information related to traffic accidents and traffic violations.
Not only that, the identification plate also helps to raise the sense of responsibility of vehicle owners when participating in traffic, ensuring compliance with regulations on traffic order and safety, strictly implementing the procedures for transferring ownership of the vehicle, etc.
Under the new regulations, license plates will be managed as follows:
- Vehicle owner is a Vietnamese citizen: Vehicle license plate is managed according to personal identification number.
- Vehicle owner is a foreign individual: Vehicle license plate is managed according to the foreigner's identification number established by the identification system or permanent residence card number, temporary residence card number or other identity card number issued by a competent authority.
- Vehicle owner is an organization: Vehicle license plate is managed according to the organization's electronic identification code established by the identification system (if there is no electronic identification code, it is managed according to the tax code or establishment decision).
If the vehicle owner does not want to use the current license plate as an identification license plate, he/she can carry out the revocation procedure (if subject to revocation) before August 15, 2023 so that the management agency can transfer it to the number warehouse and issue that number to someone else.
What benefits do people enjoy when switching to identification plates?.
Specifically:
According to Clause 7, Article 3 of Circular 24/2023/TT-BCA, in case of transfer of vehicle ownership, the vehicle owner's identification license plate will be revoked by the vehicle registration authority and retained for a period of 5 years to issue to the vehicle owner when this person carries out registration procedures for another vehicle under his/her ownership.
When changing headquarters or residence from another province or centrally-run city, the identification number plate is retained.
In this case, the vehicle owner does not have to change the license plate but must complete the procedures for issuing, changing or reissuing the vehicle registration certificate (according to Clause 8, Article 3 and Clause 1, Article 16, Circular 24/2023/TT-BCA).
Vehicles with 3-digit or 4-digit license plates can be changed to identification plates when the vehicle owner requests (according to Clause 4, Article 39, Circular 24/2023/TT-BCA).
Vehicle owners with identification plates are not limited to the number of vehicles they own. If a vehicle has been issued an identification plate, other vehicles can still be registered and issued new corresponding license plates.
For vehicles registered with 5-digit license plates before August 15, 2023 but have not completed the revocation procedure, that license plate number will be the default identification number of the vehicle owner (according to Clause 1, Article 39 of Circular 24/2023/TT-BCA).
When registering a vehicle, the vehicle owner will be issued a new license plate or reissued a vehicle identification license plate. Specifically:
- Issue a new license plate if you have not been issued a license plate or have a license plate but are registering it for another vehicle.
- Re-issue according to the identification number in case the identification number has been revoked.
