The Fatherland Front has received 1,656 billion VND in support and will publicly distribute it to each household.
Publicly and transparently disclose the support money for flood victims from the central to the commune level; from the commune level to the people, households must make a public list on mass media or at the commune People's Committee headquarters. The Vietnam Fatherland Front will monitor and inspect this.
On the afternoon of September 23, the Standing Committee of the Central Committee of the Vietnam Fatherland Front held an online meeting with 26 provinces and cities on supporting people affected by storm No. 3.
Bring people back to normal life soon
Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien said that storm No. 3 and recent floods have caused great damage to people and property in localities with total initial economic damage estimated at over 60 trillion VND.
With the spirit of "focusing on providing the highest, fastest, and most timely support", under the direction of General Secretary and President To Lam, on the morning of September 10, the Party Delegation of the Vietnam Fatherland Front organized a launching ceremony and issued a call for all people to participate in supporting compatriots affected by storm No. 3.
After 14 days of launching, the Central Relief Mobilization Committee received over 1,656 billion VND and promptly allocated support to localities in 2 phases with a total amount of 1,035 billion VND.

“After the meeting, the Central Relief Mobilization Committee will continueallocation of funds received"Ensure strict management, effective use, and transparency of support resources to work with people to overcome the consequences of damage, and soon bring people back to normal life," Mr. Do Van Chien emphasized.
Mr. Cao Xuan Thao - Head of the Movement Department of the Central Committee of the Vietnam Fatherland Front said that for 37 localities not directly affected by storm No. 3, according to preliminary statistics, as of 5:00 p.m. on September 22, 2024, localities have organized calls and mobilized to support the damaged northern provinces with an amount of 941,492 billion VND.
Among them, Ho Chi Minh City received over 267.578 billion VND; Nghe An province received 79.728 billion VND; Ba Ria - Vung Tau province received 51 billion VND; Ha Tinh province received 50.751 billion VND...
From the amount received, provinces and cities transferred 147.125 billion VND to the Central Relief Mobilization Committee; transferred direct support to localities in damaged areas was 381.510 billion VND.
For the 26 localities affected by storm No. 3, according to preliminary statistics, as of 5:00 p.m. on September 19, the Provincial and Municipal Relief Mobilization Committees of the 26 localities had received VND 1,654.327 billion (of which the Central Government allocated VND 1,035 billion; received VND 208.320 billion from other localities; collected locally VND 410.807 billion).
From the amount received, the provinces and cities affected by storm No. 3 will allocate support resources based on local conditions.

Up to this point, Lao Cai province has allocated 47.140 billion VND; Yen Bai province has allocated 75 billion VND; Tuyen Quang province has allocated 25.425 billion VND; Phu Tho province has allocated nearly 40 billion VND; Bac Giang province has allocated 68 billion VND; Thai Nguyen province has allocated 38.802 billion VND; Hai Phong city has allocated 47 billion VND...
Focusing on supporting families with deceased, missing, and injured people; providing food; supporting houses for households whose houses have collapsed or been completely washed away; supporting families whose houses have been severely damaged; and supporting affected families to restore production.
No waste and no negativity
“These are donations that carry the sentiments of our compatriots, comrades across the country, overseas Vietnamese and international friends. We must be responsible for using them for the right purposes, effectively, without waste and without allowing negativity to occur,” affirmed the Chairman of the Central Committee of the Vietnam Fatherland Front.
Mr. Do Van Chien suggested that the Central Relief Mobilization Committee continue to allocate resources to receive this support to localities to help people overcome the consequences of storm No. 3 as quickly and promptly as possible.
At the same time, publicly and transparently carry out statistics on receiving support and timely allocation to the provinces. The allocation process from the Central to the province, from the province to the district, from the district to the commune is also carried out publicly and transparently; when the commune allocates to the people and households, a public list is made on the mass media or at the commune People's Committee headquarters.
After allocation, during the implementation of support, the Party Delegation of the Vietnam Fatherland Front will assign a delegation to monitor and inspect according to plan.
Mr. Do Van Chien also noted some principles in allocating support resources such as no duplicate support; one person cannot receive 2 times/1 support content; focus on prioritizing support for families with deceased, missing, injured people...
Regarding the support level, for completely collapsed houses, the minimum support level is 50 million VND/household, equal to the level of construction of solidarity houses currently being implemented. For support for house repairs, the minimum level is 25 million VND/household.
"The specific level of support will be decided by the Provincial Relief Mobilization Committee in coordination with the Provincial People's Committee and consulted with competent authorities to decide on the support level and notify the People's Council to monitor the implementation process," the Chairman of the Central Committee of the Vietnam Fatherland Front clearly stated.
Mr. Do Van Chien said that according to regulations, after 90 days from the launch date, the Relief Mobilization Committee from the Central to local levels will close the donation receiving account.
Thus, the account to receive support for people affected by storm No. 3 will be closed on December 9, 2024; by December 31, 2024 at the latest, localities will complete the allocation of resources.
