Technological and technical changes in production, business and services are taking place rapidly, especially the 4th Industrial Revolution, which will impact the employment structure and affect the economy.
According to the forecast of the International Labor Organization ILO (July 2016), in the next decade, automatic machines will replace about 85% of textile and garment workers, so about 85% of textile and garment workers may have to change jobs or become unemployed.

But the current situation is that Vietnam's labor productivity is very low. According to the Vietnam Labor Productivity Report 2015, Vietnam's labor productivity at current prices reached 3,660 USD, only 4.4% of Singapore; 17.4% of Malaysia; 35.2% of Thailand; 48.5% of the Philippines and 48.8% of Indonesia.
Faced with the challenges, the development of technical and technological human resources must take high quality as the guiding principle. Focus on developing high-quality technical and technological human resources to serve production, based on the needs and demands of key industrial sectors developing in the Vietnam Industrial Development Strategy to 2035.
Dr. Dinh Van Chau, Department of Organization and Personnel (Ministry of Industry and Trade) said that high-quality technical and technological human resources, in addition to meeting physical standards, must have a solid grasp of basic and specialized knowledge and supplementary knowledge, have the ability to innovate and be creative, and have the capacity to study at a higher level and with higher skills.
On that basis, Vietnam will aim to increase industrial labor productivity to 2.4% per year in the 2016-2020 period. In the 2021-2025 period, the industrial labor productivity growth rate is estimated at 2.8% per year. The labor productivity growth rate of high-quality technical and technological human resources is 3-5 times higher than the general productivity growth rate of the industrial sector.
To do this, according to Dr. Dinh Van Chau, groups using high-quality technical and technological human resources need to develop advanced, specialized training programs for human resources working in priority development industries.
Therefore, at this time, schools need to pilot advanced training, supplement advanced and specialized programs. Mobilize the participation of businesses, professional associations, and industrial production establishments in priority areas to participate in developing high-quality technical and technological human resources to serve production," Dr. Dinh Van Chau pointed out.
In particular, according to Dr. Dinh Van Chau, groups using high-quality technical and technological human resources must effectively and substantially connect businesses and schools through preferential tax and investment policies for businesses, industrial plants and training facilities.
As for management agencies, to have high-quality human resources, according to Dr. Dinh Van Chau, agencies need to standardize and apply international standards, prioritizing Japanese standards in training technical and technological human resources directly involved in production.
At the same time, develop a set of standards for high-quality technical and technological human resources to serve production, based on the national competency framework and closely following the competency framework for technical and technological human resources of advanced countries.
From there, unify national research and forecasting on high-quality technical and technological human resources, strive to form a high-quality technical and technological labor market before 2025 as well as a model combining schools - management agencies and enterprises in developing high-quality technical and technological human resources.
