As reported, at 1:30 p.m. on October 3, 2016, two men brought two children (a boy over 1 year old, a girl 3 years old) and left them at the gate of Hai Phong City Police Station. The two children were then taken to the headquarters by Minh Khai Ward Police to be cared for and handed over to the authorities. After that, the two children were taken to Thanh Xuan Labor Education School, Hai An District, Hai Phong City, according to the law, to be cared for and raised while verifying and finding their parents.

After the search announcement, on the morning of September 4, 2016, the mother of the two children was identified as being detained at the Du Hang Kenh Ward Police Station. Through the investigation of the CAND Newspaper reporter, the mother of the two children is Tran Thi Ngoc Anh, 29 years old, from Kim Thanh, Hai Duong, registered at 232 Cao Thang, Ha Ly Ward, Hong Bang District, temporarily residing at 71 Ho Ong Bao, Du Hang Kenh Ward, Le Chan District. The father has passed away, the mother left to work in Mong Cai, Quang Ninh.

Arrest warrant for Tran Thi Anh.

Anh has a previous conviction for drug trafficking and was sentenced to 6 years in prison by the Le Chan Court in 2010. However, at that time, Anh was granted a stay of execution because she was raising a child under 36 months old. However, when the time came to execute the sentence, Anh left the place of temporary detention.

On August 21, 2014, the criminal enforcement agency of Hai Phong City Police issued a wanted notice for Tran Thi Anh but could not arrest her because Anh kept changing her residence.

Through the area screening, at 11:00 a.m. on October 3, 2016, Du Hang Kenh Ward Police arrested Anh according to the Wanted Order in the area near where Anh was temporarily residing.

At the police station, Anh confessed that she was 29 years old and had been through 5 marriages, had 5 children (2 boys, 3 girls), the first child was 10 years old with her first husband, then in 2010, 2012, 2013, 2015, Anh gave birth to children with other men. The 3 older children lived with their fathers after birth. The remaining 2 younger children, Le Thu Han, 3 years old, and Nguyen Anh Duc, 1 year old, lived with their mother. These 2 children do not have birth certificates, no household registration, and live as vagrants with their mother.

On October 3, 2016, after her mother was arrested, two men living near the area where Anh lived took the two children and left them at the city police station gate as mentioned above. When asked if she deliberately gave birth to many children to avoid serving her sentence, Anh said, "I just gave birth to any man I met, without thinking about anything..."

Currently, Du Hang Kenh Ward Police are completing the required procedures and handing over Tran Thi Anh to the authorities for handling. The two children are temporarily being cared for at Thanh Xuan Labor Education School, awaiting the decision of the competent authorities.
