On the morning of October 31, Mau Son (Lang Son) was cold at 11 degrees Celsius, many other high points were only 13-15 degrees Celsius. The temperature will drop further because tomorrow the North will welcome a new cold front; the Central region will have heavy rain and floods at level 2-3.
Cold air causes widespread rain, causing the North to continue to drop 1-2 degrees Celsius compared to yesterday. The lowest is Mau Son at 11 degrees, Sa Pa (Lao Cai) at 13 degrees, Sin Ho (Lai Chau) at 14 degrees Celsius.
Hanoi has had light rain since early morning, at 7am the lowest temperature recorded at Lang station was 20 degrees Celsius, Hoai Duc 19 degrees Celsius. In the delta provinces such as Nam Dinh, Ninh Binh, Hai Duong, the temperature is generally 19-20 degrees Celsius.
Today, cold air continues to spread to the Northwest and from Thanh Hoa to Thua Thien Hue. The lowest temperature is commonly 20-22 degrees Celsius, in mountainous areas 16-18 degrees Celsius, some places are lower.

According to the National Center for Hydro-Meteorological Forecasting, another cold air mass is moving and will spread to the North on the night of November 1. With strong intensity, the cold air will cause the temperature in the North to drop sharply, the lowest level is 18-20 degrees Celsius, in mountainous areas about 15-17 degrees Celsius, in highland areas below 13 degrees Celsius.
The northeast monsoon has caused heavy rain in the coastal provinces of the Central region, especially Ha Tinh - Phu Yen with very heavy rain. This morning, the water level on Ngan Sau River rose to 11.82 m, only 0.18 m below alert level 2; Gianh River (Quang Binh) 6.23 m, 0.27 m below alert level 3. This afternoon, the water level on Gianh River is forecast to drop to 4.25 m, 0.75 m above alert level 1. On Ngan Sau River, the water level rose to 13.3 m, 0.2 m below alert level 3.
The meteorological agency warns that from October 31 to November 5, floods will occur on rivers from Nghe An to Ninh Thuan, generally at alert levels 1-2; floods on rivers in Ha Tinh, Quang Binh, Quang Tri, Quang Ngai are likely to reach alert levels 2-3, with some places above alert level 3. The risk of major floods, flash floods on small rivers and streams, landslides in mountainous areas, and localized flooding in low-lying areas is very high. Localities need to pay attention to reservoir safety, especially those in Nghe An - Thua Thien Hue.
