Exemption from first-time inspection, the whole country immediately saves more than 100 billion each year

According to estimates by the Vietnam Register, exempting new cars from initial registration for about 570,000 vehicles in 2023 will immediately save people and businesses nearly 130 billion VND.

Circular No. 02/2023/TT-BGTVT (Circular 02) amending and supplementing a number of articles of Circular 16/2021/TT-BGTVT regulating technical safety and environmental protection inspection of road motor vehicles, effective from 0:00 on March 22. The most notable point is the exemption from first-time inspection for new vehicles manufactured less than 2 years ago.

According to estimates from the Vietnam Register, in 2023, about 574,000 new vehicles will be exempted from first-time registration, which is equal to 115% of the number of newly registered vehicles in 2022. This will save a total of VND 127.8 billion for people and businesses.

According to the Department of Registration, newly registered passenger cars with up to 9 seats not used for commercial transport account for the largest number, an estimated 415,900 units, accounting for 72.4% of the total number of newly registered cars. Exempting the first registration for this group of cars will save car owners about 86.2 billion VND.

Other automobile groups include: Passenger cars with up to 9 seats for transportation business, estimated at 16,500 newly registered units in 2023, saving 3.39 billion VND; Passenger cars of all kinds with over 9 seats, estimated at 5,900 newly registered units, saving 1.50 billion VND; Trucks, special-purpose cars, and tractors, estimated at 125,800 newly registered units, saving 35.18 billion VND; Trailers and semi-trailers, estimated at 9,900 newly registered units, saving 1.54 billion VND.

In addition to saving nearly 130 billion due to exemption from first-time inspection as calculated above, Circular 02 also stipulates the extension of the inspection cycle for family cars (carrying up to 9 people, not used for transportation business). The extension of the cycle means saving hundreds of billions each year for millions of car owners.

According to statistics, the country currently has a total of 5,016,569 vehicles of all kinds, of which passenger cars with up to 9 seats not used for commercial transportation are 2,924,557 vehicles, accounting for 58.3%. Of the more than 5 million vehicles currently, the number of cars directly affected by the new policy in 2023 (exemption from inspection, extension of inspection time) will be about 3.793 million vehicles; of which about 2.753 million cars in the group of cars with less than 9 seats not used for commercial transportation will benefit.

Along with nearly 416,000 new vehicles that do not need to be inspected for the first time in 2023, the group of family cars used for less than 7 years also benefits from having the next inspection cycle extended from 18 months as before to 24 months. The number of vehicles in this group is quite large, about 1.871 million vehicles.

In addition, old vehicles with a usage time of 12-20 years are also a group that benefits because the inspection period is increased from 6 months as before to 12 months. The number of vehicles in this group is about 466 thousand vehicles. Very old vehicles (used for more than 20 years) are not affected by this new regulation as they still have to go to the inspection office every 6 months.
