The Vinh-Vientiane international flight route was launched in December 2013.
On the afternoon of August 9th, the Ministry of Transport, the Civil Aviation Authority of Vietnam, and the People's Committee of Nghe An province jointly organized a conference to implement the plan to open the Vinh-Vientiane air route. Attending the meeting were Mr. Lai Xuan Thanh - Director of the Civil Aviation Authority of Vietnam; Mr. Le Manh Hung - General Director of Vietnam Airports Corporation; representatives from the Ministry of Transport and the Ministry of National Defense. On the provincial side were Mr. Huynh Thanh Dien - Vice Chairman of the People's Committee of Nghe An province, along with representatives from various departments, agencies, the People's Committee of Vinh City, and Nghi Loc district.

In recent years, Nghe An's socio-economic conditions have developed rapidly, leading to a significant increase in the demand for travel from Nghe An and neighboring provinces via Vinh Airport. In 2009, Vinh Airport handled 257,000 passengers, reaching nearly 700,000 in 2012 and an estimated nearly 1 million in 2013. Notably, travel between the North Central region and Vientiane (Laos) is now primarily by road. On average, 160,000-180,000 passengers arrive in Vientiane annually by road through the Nam Can border gate (Nghe An), Cau Treo border gate (Ha Tinh), and Na Meo border gate (Thanh Hoa).
Given this situation, opening an international flight route between Vinh and Vientiane has become an urgent requirement. The People's Committee of Nghe An province and the Civil Aviation Authority of Vietnam have held numerous meetings to submit proposals to the Government and the Ministry of Transport for permission to open the Vinh-Vientiane international flight route to meet the travel needs of the people of both countries. The Ministry of Transport has also issued a decision allowing the adjustment of the Vinh Airport master plan to accommodate the need to open additional international flight routes at Vinh Airport.

Overview of the conference
Following a site inspection at Vinh Airport, leaders of the Vietnam Civil Aviation Authority and the People's Committee of Nghe An Province agreed on a plan and schedule for opening the Vinh-Vientiane international flight route. All preparatory work and infrastructure construction must be completed by November so that the route can officially open on December 1, 2013. Since the Vinh Airport terminal is currently under construction, a temporary terminal will be built initially, with Nghe An Province as the investor. The Vietnam Civil Aviation Authority will invest in the equipment. The construction of the temporary terminal will be completed within two months to ensure the Vinh-Vientiane route opens in December 2013.
On behalf of the leadership of the Nghe An Provincial People's Committee, Mr. Huynh Thanh Dien, Vice Chairman of the Provincial People's Committee, expressed his joy and gratitude to the Ministry of Transport, the Civil Aviation Authority of Vietnam, and the Ministry of National Defense for their assistance and for creating favorable conditions for Vinh Airport to have an international flight between Vinh and Vientiane. The Nghe An Provincial People's Committee is committed to implementing tasks such as constructing a temporary terminal and auxiliary facilities on schedule, ensuring security and order for passengers. The province will also carry out domestic and international publicity campaigns through mass media about the opening of the Vinh-Vientiane flight route.
