After 15 years of participating in women's work and holding many other jobs such as village nurse, family and children's population collaborator, etc., in 2015, Ms. Le Thi Tuyet, Dien Hong hamlet, Luu Son commune (Do Luong) was elected as Hamlet Chief and Party Cell Secretary of Dien Hong hamlet.

She shared: “I have been involved in mass organizations for quite a while, but at first I was not confident that I could take on both the roles of Party cell secretary and village chief well. However, with the encouragement and support of comrades in the Party Committee, the people as well as my family members, I boldly accepted the task with the mindset that if I were to be a good example, practice what I preach, and do everything for the common good, for the collective benefit, I would receive the support of the people.”

Thanks to the unity in leadership and management, the movements of Dien Hong hamlet are increasingly growing. The hamlet has 232 households, 890 people, half of the population participates in agricultural production, the rest participates in small businesses such as producing vermicelli, cakes, selling groceries, so every time there is a new policy, for each different subject, Ms. Le Thi Tuyet has a suitable way of propaganda and persuasion associated with the characteristics of each subject to create consensus.

Therefore, up to now, Dien Hong hamlet has solidified 100% of the roads; built a strong cultural and sports movement, and many households are good at production and business.

Thuong Son is a commune that has implemented the model of Party cell secretary and hamlet chief for 21 years. According to comrade Nguyen Cong Thang - Secretary of the Commune Party Committee, the implementation of the model of Party cell secretary and hamlet chief has received high approval from Party members and people because in reality, this model has promoted the dynamic, creative, daring to think, daring to do, daring to take responsibility role of the hamlet block leader, shortening meeting time, overcoming the "disparity" between Party cell secretary and hamlet chief. Many secretaries and hamlet chiefs have a high sense of responsibility, have made great strides in management, operation, and handling of situations at the grassroots level, creating consensus between "the Party's will and the people's hearts".

Formerly a militia platoon leader and deputy secretary of the Youth Union of Hamlet 13 (Thuong Son Commune), in October 2006, Nguyen Van Tri was elected by the Party Committee and the people as secretary and hamlet chief. Tri devoted himself to the Party and the people's work, actively mobilizing people to join hands in building a new countryside. Talking to us, the leader of Hamlet 13 confided: "The important thing is that in everything we do, we must be fair, impartial, objective, and take the people as the root. We let the people know, discuss, and inspect everything."

Mr. Nguyen Xuan Hai, born in 1985, has just been assigned to take on the role of Secretary and Hamlet Chief of Hamlet 5, Tru Son Commune for more than 6 months. He confided: "At first, I felt pressured because I lacked experience. In the Party cell, there were many elderly Party members. In the process of implementing tasks in the village and hamlet, conflicts were inevitable. However, thanks to the encouragement and high cooperation of the Party cell committee and the support of the people, I was able to complete the Party's and people's work completely."

Limit dependence, avoid overlap

Through many years of implementation, Do Luong District Party Committee has drawn out the advantages of the model of secretary and hamlet chief. Comrade Le Minh Phuc - Deputy Head of Organization Board of Do Luong District Party Committee said: "The model of Party cell secretary and hamlet chief, block chief also helps individuals enhance their role and responsibility, promote their capacity, dynamism, creativity, dare to think and dare to do, limit the situation of waiting, relying on, avoiding in work, avoiding overlap or "skewness".

Besides, it also helps to implement the principle of democratic centralism well, creating high consensus among cadres and party members, maintaining solidarity and unity. In addition, it also helps to reduce a large number of cadres in the whole district, the treatment regime is raised 1.5 times compared to non-concurrent positions - one of the factors that motivates cadres to strive to contribute.

However, besides the advantages, the implementation of the model of secretary and hamlet chief in Do Luong district also has difficulties because not every place has enough conditions and can choose people capable of fulfilling "two roles" completely.

Tru Son commune has 16 rural party cells but only 3 hamlets implement the model of secretary and hamlet chief. Explaining this, the leader of Tru Son commune People's Committee said: In the hamlets, there are many young people leaving to work far away, so the hamlet cadres tend to "age". Retired party members are afraid of conflict and prefer to rest, so they avoid participating in the hamlet Party Committee and executive committee.

In addition, the source of cadres for training and development is still limited, most of the secretaries who are also hamlet chiefs have not been trained in political theory. Moreover, if the Party Committee and branch committee lack capacity, lack of critical fighting spirit, lack of inspection and supervision, the implementation of the unification of the title of "branch secretary and hamlet chief" will easily lead to a situation of arbitrariness, authoritarianism, and lack of democracy.

For example, in Hamlet 3, Thuong Son Commune, after checking for signs of violations, the hamlet leader was disciplined for not being transparent in the issue of revenue and expenditure of various funds. For some special areas, if the two roles are separated and the hamlet leader is assigned to the masses, it will better promote the work of "smart mass mobilization" in building new rural areas...

In reality, to be able to take on “two roles” requires not only the “village leaders” to have capacity, qualifications, health, enthusiasm, and dedication, but most importantly, they must have prestige with the people. If the cadres “win the hearts of the people”, it will be easy to manage, direct, and carry out propaganda and mobilization work; on the contrary, if the hearts of the people are not in favor, it will be very difficult to take on both roles.
