Opening up new strategic space for Vietnam - Belarus bilateral cooperation

Within the framework of the State visit to the Republic of Belarus, on the afternoon of May 12, local time, immediately after the talks, General Secretary To Lam and President Aleksandr Lukashenko spoke to the press about the results of the talks.

Speaking to the press, President Aleksandr Lukashenko emphasized that General Secretary To Lam's visit this time is a historic visit in the relationship between the two countries. At the talks, the two sides agreed to upgrade the relationship to a strategic partnership. Belarus will certainly implement all the agreements signed and exchanged this time. In addition, the two sides also gave directions for implementation in the coming time.

President Aleksandr Lukashenko said that upgrading the relationship between the two countries is appropriate in the current context, demonstrating sincere friendship, adherence to bilateral cooperation, and the desire for long-term and effective cooperation. Belarus will provide Vietnam with strong goods such as tractors, cars, and some agricultural products...

President Aleksandr Lukashenko hopes that the two sides will strengthen the role and effectiveness of the Vietnam-Belarus Intergovernmental Commission on economic-trade and scientific-technical cooperation; continue to effectively implement and maximize the advantages of the Free Trade Agreement between Vietnam and the Eurasian Economic Union (EAEU), creating favorable conditions for investors of the two countries to access and expand business activities in each other's territories; promote cooperation with Vietnam in the fields of science - technology, education - training; and promote cooperation between localities with much room for development. The two sides have implemented initiatives, including opening direct flights, contributing to promoting tourism development, enhancing people-to-people exchange and cooperation in the cultural field...

According to President Aleksandr Lukashenko, at the talks, the two sides agreed to implement agreements and draft a roadmap for cooperation in the coming years.

Speaking to the press, General Secretary To Lam thanked the President for his warm welcome to the high-ranking Vietnamese delegation; affirmed his determination that the visit would help Belarusian friends bring the relationship between the two countries to a new stage of development.

The General Secretary said the talks were very successful. The two sides reviewed the situation of cooperation between the two countries, agreed on major measures to expand and deepen traditional areas of cooperation; identified directions for cooperation in new areas where the two countries have potential and demand; and had in-depth discussions on regional and international issues of mutual concern.

The two leaders were delighted with the positive developments and great achievements of the Vietnam-Belarus relationship after 33 years of establishing diplomatic relations, demonstrated by the increasingly enhanced political trust and the strong development of bilateral cooperation in many fields such as defense - security, science - technology, trade, investment, education - training, etc.

On the basis of those important achievements of cooperation, with firm belief in the bright future of the bilateral relationship, the two sides adopted a Joint Statement on the establishment of the Vietnam - Belarus Strategic Partnership, creating a foundation to bring the bilateral relationship to a new height, for the benefit of the people of the two countries, for peace, stability and development in the region and the world. The documents signed within the framework of the visit on cooperation in the fields of science - technology, health, justice, culture, people-to-people exchange... opened a good start for a new phase in cooperation, extensive and effective connection between the two countries in the coming years.

The General Secretary said that in the coming time, the two sides agreed to promote cooperation, focusing on major political and diplomatic orientations; continue to promote cooperation in the fields of defense industry, military medicine, training, counter-terrorism, information exchange, information security, cyber security, etc.; in the fields of economics, trade and investment; promote effective and comprehensive cooperation in new areas of mutual interest such as digital economy, digital transformation, agriculture, industry, energy, etc.

The General Secretary expressed his belief that with the newly established Strategic Partnership framework, this visit will contribute to opening up a new strategic space for bilateral cooperation, for the benefit of the two peoples, for peace, stability, cooperation and common prosperity in the region and the world.

The cooperation documents include: Letter of Intent on enhancing cooperation in training military personnel and specialists between the Ministry of National Defense of Vietnam and the Ministry of National Defense of Belarus; Memorandum of Understanding between the Ministry of Science and Technology of Vietnam and the Ministry of Communications and Informatization of Belarus on digital transformation; Memorandum of Understanding between the Ministry of Science and Technology of Vietnam and the State Committee for Science and Technology of Belarus on cooperation in the field of science, technology and innovation; Cooperation program in the field of culture between the Ministry of Culture, Sports and Tourism of Vietnam and the Ministry of Culture of Belarus for the period 2026-2028; Cooperation program between the Ministry of Justice of Vietnam and the Ministry of Justice of Belarus for the period 2025-2027; Memorandum of Understanding on cooperation between the Ministry of Health of Vietnam and the Ministry of Health of Belarus in the field of pharmaceuticals; Cooperation agreement between the Voice of Vietnam and the National Radio and Television of Belarus; and Memorandum of Understanding between the Vietnam Union of Friendship Organizations and the Belarusian Association for Friendship and Cultural Exchange with Foreign Countries.

Inheriting the traditional friendship and multifaceted cooperation between Vietnam and the former Soviet Union, the friendship and cooperation between Vietnam and Belarus have been continuously strengthened and developed over the years. The two countries have many complementary strengths and Vietnam is Belarus's traditional trade partner in Southeast Asia.

General Secretary To Lam's state visit to Belarus this time is of great significance, not only consolidating and enhancing political trust between Vietnam and traditional friendly countries, but also conveying Vietnam's message and determination to continuously strengthen friendly and traditional relations with countries of the former Soviet Union, including Belarus.
