Expanding sources of personnel introduction for Party congresses at all levels

2020 is the final year of implementing the Resolution of the 12th National Party Congress and the 5-year socio-economic development plan 2016 - 2020, the year of organizing Party Congresses at all levels, towards the 13th National Party Congress; the country has many major holidays, many important political events, posing great requirements and tasks for the Party Organization and Construction sector.

On this occasion, comrade Nguyen Thanh Binh - Member of the Party Central Committee, Deputy Head of the Central Organizing Committee, gave an interview to Vietnam News Agency about the key tasks the Industry will implement in 2020.

- Could you please tell us about the key tasks that the Party Organization and Building sector will focus on implementing in 2020, especially the organization of Party Congresses at all levels and preparation for the 13th National Party Congress?

Comrade Nguyen Thanh Binh:2020 is the final year to implement the Resolution of the 12th National Party Congress, the year to organize Party Congresses at all levels towards the 13th National Party Congress.

The tasks set for Party building and organization are very heavy, we must both make concentrated efforts to effectively implement all aspects of work according to the resolutions and conclusions of the Central Committee and Party Committees at all levels; at the same time, actively prepare and successfully organize Party Congresses at all levels towards the 13th National Party Congress.

In that context, the whole industry focuses on effectively implementing 08 key tasks:One is, implement projects submitted to the Central Committee and Party committees at all levels according to the 2020 Program and Work Plan to ensure progress, quality and requirements.Two is, prepare and organize well the Party Congresses at all levels and the 13th National Party Congress in conjunction with promoting the effective implementation of political tasks of localities, agencies and units.Three is, continue to effectively implement Central resolutions on Party building and organization work in conjunction with preparations for Party Congresses at all levels towards the 13th National Party Congress.

Four is, continue to build grassroots party organizations and improve the quality of party members.Five is, synchronously implement regular personnel work and internal political protection.Six is, continue to improve the quality of propaganda work on Party building.Seven is, strengthen practical summary, scientific research, theoretical development.Eight is, building a clean and strong Party building organization.

Regarding the preparation and organization of the Party Congresses at all levels and the 13th National Party Congress, it is necessary to focus on the following main contents: Consulting on the quality completion of the Summary Report on the personnel work of the Party Congresses at all levels for the 2015-2020 term, the 12th National Party Congress and the direction of personnel work of Party committees at all levels for the 2020-2025 term, the 13th Central Executive Committee; Drafting the Summary Report on Party building work and implementation of the Party Charter for the 12th National Congress term, to be submitted to the 13th National Congress.

Continue to review the planning of Party committees at all levels, proactively advise on the mobilization, rotation, and arrangement of cadres associated with personnel work at Party committees at all levels for the 2020-2025 term, especially the arrangement of positions of heads and leadership positions of State agencies for the 2021-2026 term.

The Party Committee for the 2020-2025 term and the leaders of State agencies for the 2021-2026 term must be exemplary in intelligence, qualities, and prestige, truly clean, strong, with high leadership capacity and fighting spirit, meeting the leadership requirements in the new situation.

Resolutely do not let poor-quality, incompetent and low-prestige cadres enter Party committees at all levels, but also do not let virtuous and talented cadres participate in Party committees at all levels. Proactively prevent, resolutely fight to stop and repel activities that sabotage personnel work by hostile forces, reactionary organizations, opportunists, and political dissidents, especially sabotage from within.

The staff sector organizes well the Party Congress at its level and monitors, grasps the situation, and directs the lower-level congresses. Organizes well the discussion, participates in contributing quality opinions to the draft documents submitted to the 13th National Party Congress.

- Personnel work is always identified as one of the important issues for each congress. So in the process of preparing for this congress, what steps should party organizations, especially party committees, focus on in selecting and introducing personnel, comrade?

Comrade Nguyen Thanh Binh:In order to select outstanding and worthy people to participate in Party committees at all levels for the 2020-2025 term, thoroughly grasp and closely follow Directive 35-CT/TW of the Politburo, Party committees and organizations at all levels need to focus on leading and implementing well the following contents:

One is, the preparation of Party committee personnel must be based on the planned source of cadres; in considering and selecting personnel, it is necessary to base on the standards and conditions associated with the requirements, political tasks and the ability of cadres to meet them, at the same time it is necessary to focus on discovering and introducing new factors with virtue, talent, prestige and prospects.

Proactively prepare human resources, pay attention to cadres in the planning source who are young, capable, have development prospects, are trained in both professional expertise and political theory, are rotated and trained in practice to be considered and selected to be introduced to participate in the Party Committee for the 2020 - 2025 term.

Carefully review, fully supplement information, and firmly grasp cadres; Party members with political problems must be examined and concluded by competent authorities before being nominated for election to the Party Committee. The Party Committee's personnel plan must be closely linked to the work of preparing personnel for state agencies at all levels for the 2021-2026 term.

Two is, thoroughly grasp the general standards for Party committee members at all levels for the 2020 - 2025 term in Directive 35 of the Politburo; at the same time, closely follow the spirit of Resolution 7 of the 12th Central Committee on building cadres at all levels, standards for leaders and managers stated in Regulation No. 89-QD/TW dated August 4, 2017 of the Politburo on the framework of title standards, orientation of the framework of criteria for evaluating leaders and managers at all levels; Regulation No. 214-QD/TW dated January 2, 2020 of the Politburo on the framework of title standards, framework of criteria for evaluating cadres under the management of the Central Executive Committee, Politburo, Secretariat; Party committees and organizations at all levels shall base on the characteristics and actual situation of their localities and units to specify, thoroughly discuss, democratically, and agree on the standards for Party committee members and leadership positions at their level; In which it is necessary to clearly define the criteria on political qualities, ethics, lifestyle, working capacity, practical experience, prestige, work achievements, etc. to be appropriate, feasible and meet the requirements of selecting people with sufficient qualities, capacity and prestige, meeting the requirements of the tasks to participate in the next term's Party Committee.

Resolutely do not allow into the new Party Committee those who are ambitious for power, who seek positions, power, votes, structures, factions, localism, group interests, who have degraded political ideology, morality, lifestyle, "self-evolution," "self-transformation," bureaucracy, corruption; who are conservative, stagnant, ineffective in work, who say things that do not match their actions; who themselves or their spouses, children have an exemplary lifestyle, who take advantage of their positions for illegal profits.

Three is, the introduction and selection of personnel must be carried out through a 5-step personnel process to ensure strictness, democracy, objectivity and fairness; for incumbent Party Committee members, not only the age requirement for re-election is considered, but also the Party Committees and Party organizations must carry out the personnel process, carefully review, evaluate democratically, publicly and accurately to confirm that if there is enough trust, capacity and quality, they will continue to be introduced for re-election for the next term.

For comrades participating in the Party Committee for the first time, on the basis of the source of cadre planning to implement the process and maximize democracy, with the mechanism of expanding the source of introduction, choosing with a balance to increase competition, friction to discover and select the most worthy comrades to introduce to the congress for consideration and election.

If Party committees and organizations fully perform their responsibilities and carry out the above contents well, there will be enough basis to consider and select worthy people for the congress to elect to participate in the next term Party committee.

- Controlling power in personnel work and combating the abuse of power and positions has been identified by our Party as an urgent requirement in the process of preparing personnel for Party committees at all levels, especially at the strategic level. Could you please tell us about the effective measures that the Central Organizing Committee has been implementing and guiding Party organizations to monitor, detect and handle individuals who violate Regulation No. 205-QD/TW of the Politburo?

Comrade Nguyen Thanh Binh:The timely advice to the Politburo to issue Regulation 205 on controlling power in personnel work and preventing the abuse of power and positions is one of the highlights in the advice on personnel work of the Party Organization and Building Sector to concretize the Resolution of the 12th National Party Congress and the Resolutions of the Central Executive Committee and the Politburo on Party building and personnel work. In order for the Regulation to soon enter into life in Party organizations at all levels, especially at the grassroots level, it is necessary to focus on thoroughly grasping and implementing well the following contents:

One is, raise awareness among cadres and party members, including leaders and managers at all levels, and heads about the importance and necessity of controlling power in personnel work and fighting for positions and power; as well as personal responsibility in implementing the Regulation.

Two is, continue to specify the principles of organization and operation of the Party, perfect the system of regulations, strict and synchronous regulations on personnel work at all stages, and manage the contingent of cadres and Party members. Democratically, publicly disclose the processes, stages, and steps in personnel work, especially in the arrangement, promotion, and appointment of cadres. At the same time, promote the work of inspection, supervision, and periodic and unscheduled inspections in personnel work, building and managing the contingent of cadres; attach importance to warning, prevention, and strict handling of violations.

Three is, promote the role of elected bodies, the Fatherland Front, socio-political organizations, media agencies, press and people in inspecting and supervising the exercise of power in personnel work, promptly detecting negative phenomena. Periodically exchange and provide information to competent and responsible agencies; attach importance to and strengthen information and propaganda work on mass media on personnel work, building and managing the staff.

- How will the work of improving the effectiveness and efficiency of the political system through the work of perfecting, arranging, streamlining the organizational apparatus and reducing staff associated with restructuring the team of cadres, civil servants and public employees continue to be carried out in 2020, comrade?

Comrade Nguyen Thanh Binh:In recent times, Party committees at all levels have advised Party committees at all levels to lead and direct the implementation of Resolution 6 of the 12th Central Committee with the participation of the entire political system. The organizational structure of agencies, units and organizations in the political system has been gradually innovated, arranged and improved towards streamlining, operating more effectively and efficiently.

After 2 years of implementation, the initial results have been to reduce hundreds of provincial-level agencies, nearly 500 district-level agencies, reduce more than 15,000 heads and deputy heads at all levels; reduce more than 236,000 (6.58%) of civil servant and public employee payroll compared to 2015.

To continue to improve the effectiveness and efficiency of the political system through the work of perfecting, streamlining the apparatus and streamlining the payroll associated with restructuring the team of cadres, civil servants and public employees, on the basis of promoting the achieved results, in order to resolve the above limitations and shortcomings, the following contents need to be focused on in 2020, namely: Promoting the perfecting, streamlining, and streamlining of the apparatus and streamlining the payroll associated with restructuring the team of cadres, civil servants and public employees in the political system in accordance with the actual situation.

Continue to perfect the State's policies and laws in line with the Party's resolutions, regulations and statutes. Strengthen decentralization and delegation of power along with inspection, supervision and control of power, promote administrative reform, and actively apply information technology in management and operation.

During the implementation process, it is necessary to do a good job of ideological work, resolving regimes and policies for subjects directly affected by the restructuring of the apparatus and streamlining of staff. Building a system of lists and job descriptions for cadres, civil servants and public employees in the political system to carry out the tasks and solutions of Resolution 7 of the 12th Central Committee on reforming salary policy.
