Taking advantage of the ticket fever when the Vietnamese team competed in the AFF Suzuki Cup 2018, many people bought tickets and resold them at high prices to make a profit.
On the afternoon of December 5, many working groups of Nam Tu Liem District Police (Hanoi) arrested 12 people soliciting to buy tickets, causing disorder at My Dinh Stadium Square. Nearly 100 tickets were temporarily confiscated.
"In the previous days, many ticket brokers were also arrested and all were administratively punished," said the leader of Nam Tu Liem District Police.
Among these were 4 pairs of tickets for stand A offered by a security guard of the Vietnam Youth Football Training Center (Vietnam Football Federation). He was selling tickets to a fan for 4.5 million VND/pair when he was caught red-handed.
The Vietnam Youth Football Training Center confirmed that the detained guard was Trinh Ngoc Trung. Mr. Trung's wife also works as a janitor at the Center. According to the standard, Mr. Trung was allowed to buy three pairs of tickets and one pair of invitations. Seeing the big difference, Mr. Trung resold them for a profit..

A "ticket broker" confessed that, seeing the high demand for football tickets to watch the Vietnamese team play, he went to the website congdongve to buy them and then resell them. For each pair of tickets, he earned about 400,000 VND. From the beginning of December until now, he had earned 20 pairs of tickets and by the afternoon of December 5, he was arrested after offering 9 pairs for sale.
According to Nam Tu Liem District Police, a few days ago someone was selling 70 tickets, but today there are only a few pairs left. This group of people's tricks are quite sophisticated in order to deceive the authorities.
Since the Vietnam team played in the group stage of the AFF Suzuki Cup 2018, the ticket fever has been high. By the semi-finals, ticket prices have been pushed up even further. Fans who want to get tickets to watch the second leg of the semi-final against the Philippines at My Dinh Stadium have to pay many times the actual value.

According to lawyer Vu Tien Vinh, football tickets are legal "goods" and are allowed to be traded. Buying and selling is not prohibited by law and is not considered a violation of the law. The price of the purchase and sale is agreed upon by the parties.
However, the ticket sales of "brokers" can still be handled if they fall into one of the following behaviors: disturbing public order, or obstructing road traffic. Disturbing public order is the most common behavior, manifested by soliciting, fighting for customers, cursing, using foul language, causing disorder in the area.
According to Article 5 of Decree No. 167/2013/ND-CP, the act of gathering many people in public places causing public disorder is subject to a fine of 500,000 to 1,000,000 VND. The act of enticing or inciting others to cause disturbances and public disorder is subject to a fine of 2,000,000 to 3,000,000 VND.
Depending on the nature and severity, acts of disturbing public order may also be prosecuted for criminal liability for the crime of Disturbing public order, according to Article 318 of the 2015 Penal Code.
The act of obstructing road traffic is if the seller stops or parks the vehicle (motorbike, motorbike) on the urban roadway to sell tickets, causing traffic obstruction, he will be fined from 100,000 to 200,000 VND, according to Article 6 of Decree No. 46/2016.
