One household raising cattle causes pollution in the entire residential area.
(Baonghean)In mid-August, Nghe An Newspaper received a petition from residents of Group 10, Vinh Thinh Hamlet, Dong Vinh Ward, Vinh City, reflecting on the following issue: "A household raising a large number of cattle in a residential area is causing environmental pollution; residents have repeatedly petitioned the authorities, but they have not yet taken action."
The petition states: "...For a year now, we have had to live with the foul smell of manure and urine from the cattle farm of Mr. Nguyen Huu Hue's family, Group 10, Vinh Thinh Hamlet, Dong Vinh Ward. Mr. Hue's family raises about 15 cows without adequate sanitation, causing pollution for neighboring households. Representatives of the neighborhood group and the hamlet leader have repeatedly reminded Mr. Hue's family to take measures to address the foul odor so as not to affect surrounding households, but to this day, Mr. Hue's family still refuses to resolve the issue. Through Nghe An Newspaper, we hope that the Vinh City People's Committee and environmental protection agencies will take decisive action to alleviate the suffering of the people..."

Regarding Group 10, Vinh Thinh Ward, the people here were certainly not wrong. Mr. Hue's cattle farm is located right in the middle of the residential area, with a cement floor and a drainage ditch leading to a shallow pond where water spinach is grown. Observing the farm, Mr. Hue's family is currently raising about a dozen fairly large cows. And the combination of the foul smell from the cattle farm with the stifling heat from the effects of Typhoon No. 7 is truly unpleasant.
Mr. Nguyen Dinh Sinh, 71 years old, thin and frail, earns a living repairing vehicles. His house faces the wall of the cattle farm, and he sadly remarked, "It's so difficult, sir. We've talked about it quietly, loudly, and even brought it to neighborhood meetings, but nothing works. So, the people had no choice but to invite the press..." According to Mr. Sinh, Mr. Hue's family has been raising cattle for quite some time. Previously, raising only one or two cows didn't cause much of a problem, but since 2013, Mr. Hue has built a barn and organized large-scale cattle farming, raising 12-13 cows. What's concerning is that despite raising them like that, he hasn't built a proper waste disposal system; all the manure, ash, and urine are dumped into the fields next to his house, causing terrible pollution for the neighborhood. "Customers who come to me for repairs often say, 'How can you live in this kind of environment forever? We should petition the authorities to force him to move his cattle farm somewhere else.' Honestly, no one in the neighborhood wants to offend anyone, but his farming methods are just too outrageous..." - Mr. Sinh said angrily.

Also extremely frustrated, Ms. Nguyen Thi Lieu (whose house is next to the water spinach pond) led us to see the stagnant, black pond filled with waste and complained: "Each household in the residential area only has a few hundred square meters, yet he brazenly raises more than a dozen cows without bothering to treat the manure. Since the beginning of the year, we haven't been able to live in peace because of the stench. The worst part is that during mealtimes, everyone has to close all the doors and windows. Even my large living room has to be closed, and we have to eat our meals deep inside the kitchen..." According to Ms. Lieu, Mr. Hue and a neighboring family had a physical altercation because of the environmental pollution caused by raising the cows.
According to Ms. Le Thi Hong Dieu, the wife of Mr. Nguyen Huu Thanh (who had a physical altercation with Mr. Hue), Mr. Thanh met with Mr. Hue to talk because he couldn't stand the stench. Initially, the two sat and talked amicably, but unexpectedly, they started fighting. Fortunately, others intervened in time, so no one was injured. Annoyingly, Mr. Hue still refuses to relocate his cattle farm or build a biogas digester as his wife had promised the neighborhood committee. Ms. Dieu led us to the water spinach field and said: "This vegetable field also belongs to his family. All the cow waste is dumped here. It's hard in the hot sun, but even worse in the rain. Next to Mr. Hue's house is Mr. Xuan's house, who is also suffering because of his cattle farm. Mr. Xuan is hoping to get his land title so he can sell it and move elsewhere because he can't stand it anymore..."
According to Mr. Nguyen Ba Thanh, head of the residential group, representatives of the group and the head of the Vinh Thinh block have repeatedly reminded Mr. Hue, but to no avail. Recently, on July 28th, with the participation of block officials and the residential group, about 30 households met to resolve the pollution problem caused by Mr. Nguyen Huu Hue's cattle farm. That day, the residents expressed strong opinions, stating directly that Mr. Hue's cattle farm was causing serious environmental pollution, affecting the lives of the people, especially those living nearby, and requested that the group and block force Mr. Hue's family to take corrective measures. That day, Mrs. Thieu (Mr. Hue's wife) said that it was raining and they couldn't do anything yet, but they would do it after the rain stopped. However, nothing happened afterwards...
We discussed the pressing issues of the residents of Group 10 with the officials of Vinh Thinh Block. The block leader of Vinh Thinh Block stated that he had reminded Mr. Hue's family twice but nothing had been resolved. When asked if the block had reported this issue to the ward government, he replied that it hadn't, and that they had only advised the residents to submit a petition to the environmental protection agencies...(!?).
Clearly, the issue that the people of Group 10, Vinh Thinh Ward, are concerned about needs to be addressed promptly by the Dong Vinh Ward government, Vinh City. It seems that the local government and the people, while concerned about environmental issues, lack sufficient understanding of environmental protection laws. This law stipulates that in cases of environmental pollution like Mr. Nguyen Huu Hue's, the local authorities must act quickly and not allow the people to remain frustrated for a long time before having to seek help from other agencies.
