A department has 6 deputy directors: Left by history?
According to Government regulations, the number of Deputy Directors of each department shall not exceed 3 people. However, currently, the Department of Natural Resources and Environment of Binh Dinh province has 6 Deputy Directors.
Specifically, according to the provisions of Decree 24/2014/ND-CP, dated April 4, 2014, regulating the organization of specialized agencies under the People's Committees of provinces and centrally-run cities, the number of Deputy Directors of Departments shall not exceed 3 people. Particularly, the number of Deputy Directors of Departments under the People's Committees of Hanoi and Ho Chi Minh City shall not exceed 4 people. However, currently, the Department of Natural Resources and Environment (DONRE) of Binh Dinh has up to 6 Deputy Directors.

Regarding the above issue, on April 13, Mr. Dang Trung Thanh - Director of Binh Dinh Department of Natural Resources and Environment confirmed that it is true that this Department currently has 6 Deputy Directors. Specifically, the 6 Deputy Directors include Mr. Dinh Van Tien, Ngo Dinh Bay, Huynh Quang Vinh, Tran Dinh Chuong, Nguyen Hien and Le Van Tung.
“That’s a lot. According to regulations, there are only 3 Deputy Directors, but this is a historical fact. The appointment is made by the Provincial People’s Committee,” said Mr. Thanh.
According to Mr. Thanh, previously, the People's Committee of Binh Dinh province had a policy of piloting the appointment of young Deputy Directors in 8 departments, including the Department of Natural Resources and Environment. Therefore, in December 2014, the People's Committee of the province appointed Mr. Tran Dinh Chuong to the position of Deputy Director.
In addition, Mr. Ngo Dinh Bay was appointed as Deputy Director of the Department (August 2015) and Director of the Land Fund Development Center, with a position at the center. Mr. Nguyen Hien was appointed as Deputy Director (March 2016) and Director of the Land Registration Office, with a position at the Land Registration Office.
Mr. Thanh affirmed: “Although the department currently has 6 deputy directors, in reality, there are 4 people on the payroll and receiving salaries at the department. Of these, there is 1 deputy director under the pilot implementation policy of the province. The appointment of the deputy director is decided by the People's Committee of Binh Dinh province and approved by the Standing Committee of the Binh Dinh Provincial Party Committee.”

Referring to the current workload of the department, is it necessary to have 6 Deputy Directors? Mr. Thanh added: “In fact, the department has a lot of work because it is related to many areas including: land, water, minerals, islands, environment, hydrometeorology...
In particular, during the time the province is focusing on economic development, while economic development involves many issues: land acquisition, compensation, complaint settlement, planning, planning... very complicated. In the long term, in the spirit of reducing staff, we must consolidate and rearrange the apparatus. Coming up this June, comrade Dinh Van Tien will retire, and next year comrade Ngo Dinh Bay will also retire."
