Some new points in reviewing, evaluating and classifying the quality of party organizations and party members in Nghe An in 2022

(Baonghean.vn) - The Standing Committee of Nghe An Provincial Party Committee has just issued Plan No. 131-KH/TU, dated October 24, 2022 on reviewing, evaluating, and classifying the quality of Party organizations, Party members, and collectives and individuals in leadership and management at all levels in 2022. The 2022 plan was issued early to help Party committees, Party organizations, and collectives in leadership and management at all levels in the province proactively implement it.

The 2022 review plan basically inherits Plan No. 61-KH/TU, dated October 27, 2021 of the Provincial Party Standing Committee. However, some contents that are no longer suitable are omitted and some new contents are added compared to the implementation of political tasks in 2022.

Add contentreview of collectives and individuals; in which, for the collective, 03 contents are added including: (1) Results of the implementation of the review and supplementation of the planning of Party committees, leadership and management positions for 2020 - 2025, 2021 - 2026; development of the planning for the 2025 - 2030, 2026 - 2031 term; review, supplementation and development of the planning of leadership positions of the Fatherland Front and socio-political organizations. (2) Results of directing the congresses of Party cells under the grassroots Party Committees for the 2022 - 2025 term and the congresses of the Youth Union and Veterans Association at all levels. (3) Responsibility in urging and directing projects, programs and plans to implement the action program to implement the Resolution of the Party Congress for the 2020 - 2025 term.

For individuals, 04 additional contents are added, including: (1) Personal responsibility for implementing the review and supplement of the planning of Party committees, leadership and management positions for 2020 - 2025, 2021 - 2026; developing the planning for the 2025 - 2030, 2026 - 2031 term; reviewing, supplementing and developing the planning of leadership positions of the Fatherland Front and socio-political organizations. (2) Personal responsibility for participating, monitoring, inspecting and supervising the implementation of Party cell activities according to Regulation No. 08-QD/TU, dated September 15, 2021 on assessing the quality of Party cell activities in the assigned area and unit. (3) Personal responsibility in directing the congresses of Party cells under the grassroots Party Committee for the 2022-2025 term and the congresses of the Youth Union and Veterans Association at all levels. (4) Personal responsibility in urging and directing projects, programs, and plans to implement the action program to implement the Resolution of the Party Congress for the 2020-2025 term.

In order to improve the quality of annual review, assessment and classification of the quality of Party organizations, Party members and collectives and individual leaders and managers in accordance with the spirit of Official Dispatch No. 4628-CV/VPTW, dated August 29, 2022 of the Central Party Office and Official Dispatch No. 4264-CV/BTCTW, dated October 18, 2022 of the Central Organizing Committee, the Plan also emphasizes and adds 5 points to note:

1. Party committees and organizations, first and foremost, must be leaders who uphold a sense of responsibility in directing and presiding over reviews.self-criticism and criticism, annual quality assessment of party organizations, party members and collectives, individual leaders and managers where they work, live, and are assigned to be in charge. The review process must be substantive, democratic, ensuring the fighting spirit of the Party Committee and Party organization, clarifying the limitations and shortcomings of the collective in association with individual responsibilities, especially the responsibility of the leader, clarifying individual responsibilities when the limitations and shortcomings that have been pointed out in previous reviews have not been thoroughly overcome or recur. Through reviews, we can detect early, from a distance and fight against, prevent signs of degradation, "self-evolution", "self-transformation", corruption, and negativity.

2. Immediately after the quality review and classification, a plan must be developed and solutions must be clearly identified to overcome the limitations, weaknesses, and shortcomings of the collective and individuals. Assign monitoring, organize inspection, supervision, and urge the implementation of overcoming and correcting shortcomings and limitations.

3. Party committees and organizations at all levels shall review the results of quality assessment and classification for collectives and individuals in 2021. If they have not properly implemented Regulation No. 132-QD/TW of the Politburo and Instruction No. 21-HD/BTCTW of the Central Organizing Committee, they shall self-correct and complete the correction before November 30, 2022.

4. The superior Party Committee shall inspect and supervise the work of reviewing, evaluating and classifying the quality of subordinate collectives and individuals. Direct the organization of re-reviews of collectives and individuals whose self-criticism and criticism do not meet the requirements; re-classify places where the rate of "Excellent completion of tasks" is not in accordance with regulations; the Standing Committee of the Provincial Party Committee shall consider the responsibility of the collective and individual leaders if the rate of excellent completion of tasks exceeds 20% compared to regulations.

5. The review, assessment and classification of collective and individual quality is conducted before the year-end summary of the organization, agency or unit.

Regarding the organization of implementation, add the following content: Assign the Provincial Party Committee's Organization Board to coordinate with the Provincial Party Committee's Inspection Committee to regularly monitor, grasp the situation, guide, urge and strengthen inspection and supervision of the implementation of annual review, assessment and classification of Party organizations, Party members and collectives, individual leaders and managers at all levels; Party committees and organizations at all levels self-correct and overcome the 2021 assessment and classification results that are not in accordance with regulations.

The plan is issued with 13 forms, of which 10 basic forms remain the same as in 2021 and 3 additional forms are added: Form 11 (summarizing information channels for cadres under the classification of the Provincial Party Standing Committee); Forms 12, 13 (results of overcoming shortcomings, limitations, and shortcomings of collectives and individual leaders and managers through year-end review in 2021).

Regarding the time for review, evaluation and classification, the Standing Committee of the Provincial Party Committee also directed the progress to be earlier than in 2021, specifically: The grassroots level must complete before December 20, 2022; the upper-grassroots level must complete before December 31, 2022; the provincial level must complete before January 15, 2023./.
