(Baonghean.vn) - Although the province's overall disbursement rate in the first 5 months of 2020 was higher than the national average, some capital sources and some projects were still disbursed slowly.

Specifically, the following sources of slow disbursement are as follows:

Foreign capital disbursed 131 billion 451 million VND/plan 453 billion 700 million VND, only reaching 28.97%. Of which, 6 projects have not been disbursed, such as the project to restore and manage protective forests, the project to plant wave-blocking trees...

The main reason for the delay is that newly started projects (03 newly started projects in the year with 139 billion 815 million VND) have to carry out procedures for approving construction drawings, bidding, site clearance... so the disbursement has not been made yet.

In addition, there is one project that has not been disbursed in the first 6 months of the year because the Central Project Management Board is organizing an international bidding. That is the project to invest in the construction and upgrading of wastewater treatment systems for hospitals using German ODA capital with a capital of 30 billion VND, expected to be completed in August.

There are 2 projects that are expected to not fully disburse the assigned planned capital and will be reviewed to transfer capital to other projects to ensure full disbursement of the assigned plan, including: Forestry Modernization Project and Coastal Resilience Enhancement Project (actual disbursement according to the progress assigned by the Central Project Management Board, disbursement capacity of 4 billion 91 million VND/plan of 27 billion 949 VND); Tourism Infrastructure Development Project to Support Comprehensive Growth in the Greater Mekong Subregion - Phase 2 (Disbursement capacity of 0% due to the current implementation of procedures for appraisal and re-approval of the feasibility study report).

The source of the national target program for sustainable poverty reduction has just disbursed 71 billion 558 million VND/plan 358 billion 139 million VND, only reaching 19.98%.

The main reason for the slow disbursement is that the 30a program has 14 new projects assigned with a capital plan for 2020 on April 16, 2020 in Decision No. 1190/QD-UBND of the Provincial People's Committee with a capital of 84 billion 650 million VND, currently in the process of bidding procedures.

In addition, due to the impact of the Covid-19 epidemic, projects stopped construction in March and April, and construction work will only start in May. It is expected that this source will also be disbursed quite well in the upcoming third quarter.

Another source of slow disbursement is the land use revenue that the province manages and puts into concentrated investment: disbursement of 36 billion 205 million VND/plan of 180 billion VND, only reaching 20.11%. The reason is that the projects are carrying out site clearance, some projects are going through settlement procedures so they have not been disbursed...

Some districts and sectors have low disbursement rates such as Quy Chau district 11.97%, Vinh city 12.84%, Que Phong district 13.27%, Ky Son district 19.49%, Nam Dan district 24.42%, Department of Transport 29.55%, Department of Labor, War Invalids and Social Affairs 6.92%, Department of Health 0.88%, Oncology Hospital 0% (VND 37 billion but has not been disbursed)... There are 6 localities with good disbursement including Cua Lo, Tan Ky, Dien Chau, Quynh Luu, Anh Son, Thanh Chuong...
