Purchasing health insurance for people who have rendered meritorious services to the revolution from January 1, 2013.

(Baonghean)On July 16, 2012, the Standing Committee of the National Assembly officially adopted Ordinance No. 04/2012/UBTVQH13 amending and supplementing a number of articles of the Ordinance on Preferential Treatment for People with Meritorious Contributions to the Revolution.

Notably, the regulations stipulate that the State will purchase health insurance and provide medical examination and treatment according to the provisions of the law on health insurance for the following cases: people who have rendered meritorious services to the revolution and their relatives; people who have cared for martyrs when they were young; people serving Vietnamese Heroic Mothers; people serving wounded soldiers, sick soldiers, people receiving policies similar to wounded soldiers, and resistance fighters who were exposed to chemical toxins and whose working capacity has been reduced by 81% or more.

In addition, the Ordinance also adds several preferential regimes for those who have rendered meritorious services to the revolution, such as: monthly survivor's benefits for relatives of two or more martyrs; priority in admission and job creation, preferential treatment in education, training and vocational training for children of revolutionary activists before January 1, 1945; and health rehabilitation every two years for disabled veterans. In cases where disabled veterans have a reduction in working capacity of 81% or more, they are entitled to annual health rehabilitation.

Specifically, those currently receiving monthly disability benefits based on a disability rating of less than 81% will continue to receive these benefits until December 31, 2012, and will be switched to receiving benefits for those with a disability rating of 41% to 60% from January 1, 2013.

This Ordinance replaces Ordinance No. 35/2007/PL-UBTVQH11 dated July 2, 2007 and takes effect from September 1, 2012.
