(Baonghean.vn) - The issuance of additional and separate support policies by the province is necessary, contributing to encouraging and reducing disadvantages for those who are redundant due to the merger policy.

On the afternoon of November 6, under the chairmanship of comrade Phan Duc Dong - Member of the Provincial Party Standing Committee, Head of the Provincial People's Council's Legal Committee, Secretary of Vinh City Party Committee, the Provincial People's Council's Legal Committee held a meeting to review the draft resolution on support policies for cadres, civil servants, non-professional workers and beneficiaries of support according to the Resolution of the Provincial People's Council who are redundant due to the arrangement of commune-level administrative units, merging hamlets, blocks and villages in Nghe An province.

Support level for officials and civil servants

Accordingly, the draft resolution stipulates the level of support for the subjects. Specifically, one-time support for commune-level officials and civil servants.

Commune-level cadres and civil servants who are redundant due to administrative unit rearrangement, in addition to enjoying the policies on streamlining payroll according to the provisions of Decree No. 108/2014/ND-CP dated November 20, 2014; Decree No. 113/2018/ND-CP dated August 31, 2018 of the Government and other policies according to the provisions of law, are entitled to the following support levels:

Support 3 months of current salary for each year of early retirement for: commune-level cadres and civil servants aged 55 or older for men, 50 or older for women, with 20 years of social insurance payment.

Commune-level cadres and civil servants must be 50 years of age or older for men and 45 years of age or older for women, and have paid social insurance for 20 years or more, including 15 years of working in a place with a regional allowance coefficient of 0.7 or more.

One-time support equal to 12 months of current salary for cases of immediate termination.

One-time support for non-professional workers in communes, wards, towns, hamlets, blocks, and villages that are redundant due to the rearrangement of commune-level administrative units and the merger of hamlets, blocks, and villages as follows:

For part-time workers in communes, wards and towns: In addition to the regime and policies enjoyed according to current law, each year of work is supported with 1 month of current allowance (maximum support not exceeding 15 months).

For non-professional activists in hamlets, blocks, and villages, specific amounts of money are supported for each position as follows:

Party cell secretary and hamlet, block and village chief: Support amount is 4.5 million VND.

Police officer (also deputy village chief): The support amount is 4 million VND.

Village captain: The support amount is 3 million VND.

Head of the civil defense team (also deputy block leader): The support level is 2.7 million VND.

Members of the civil defense team: The support level is 1.6 million VND.

Village and hamlet health care in disadvantaged communes according to State regulations: Support level is 2.5 million VND.

Remaining hamlet and village health care: Support level is 1.6 million VND.

The support amount is calculated equivalent to 3 months of the highest current allowance for each position.

The draft resolution also stipulates the one-time support level for standing members of the Fatherland Front, standing members of commune-level mass organizations; Head of the Front's working committee, heads of socio-political organizations, heads of the Elderly Association in hamlets, blocks, and villages. The specific amount for each position is as follows:

Standing member of the Vietnam Fatherland Front Committee and Standing member of mass organizations at the commune level: Support amount is 2 million VND.

Head of the Front Committee of the hamlet, block, and village, the support level is 1.4 million VND.

The support amount for the heads of socio-political organizations and the heads of the Elderly Association of the hamlet, block, and village is 1.2 million VND.

The total estimated budget for implementing the policy is 86,113,000,000 million VND.

Ensure fairness for all subjects

Discussing the content of the draft Resolution, delegates suggested: The draft resolution needs to specify the support level according to the working time frame, should not equalize the support level among subjects; the support amount needs to be calculated by rounding the number; need to consider adjusting and balancing appropriate policies for each subject, which are commune-level cadres and civil servants; non-professional commune-level workers; non-professional hamlets, blocks, and villages.

Concluding the meeting, Head of the Provincial People's Council's Legal Committee Phan Duc Dong emphasized: The number of redundant cadres, civil servants, and non-professional workers needs to be resolved and a part of the cost of those who quit their jobs should be supported.

Therefore, it is necessary to issue a separate and additional support policy of the province to contribute to encouraging and reducing disadvantages for those who are redundant due to the merger policy.

Head of the Provincial People's Council's Legal Committee Phan Duc Dong said that the name of the resolution should clearly state the implementation period 2019 - 2021; it is necessary to clearly stipulate the working year to calculate the regime for each subject.


Comrade Phan Duc Dong requested the drafting agency (Department of Home Affairs) to coordinate with the Legal Committee to receive delegates' opinions to supplement and complete the draft resolution to submit to the Provincial People's Council at the 11th session of the Provincial People's Council (extraordinary session) on November 11.
