Clause 2, Article 18 of Decree 168/2024/ND-CP clearly states that a fine of VND 200,000 - VND 300,000 shall be imposed for any of the following violations regarding the certification of mandatory civil liability insurance for motor vehicle owners, specifically for motorcycles:
Drivers of motorcycles, mopeds, and similar vehicles used for commercial transport who do not carry a valid certificate of mandatory civil liability insurance for motor vehicle owners;
Drivers of motorcycles, mopeds, and similar vehicles who do not possess a valid mandatory motor vehicle liability insurance certificate;

Therefore, motorcyclists who do not carry a valid mandatory motor vehicle liability insurance certificate, or who do not possess a valid mandatory motor vehicle liability insurance certificate, will be fined between 200,000 and 300,000 VND.
Previously, according to Clause 2, Article 21 of Decree 100/2019/ND-CP, as amended by Clause 11, Article 2 of Decree 123/2021/ND-CP, drivers of motorcycles, mopeds, and similar vehicles who do not possess or carry a valid Certificate of Civil Liability Insurance for Motor Vehicle Owners were fined between 100,000 and 200,000 VND.
