US preliminary conclusion that most Vietnamese tires are not dumped

The US Department of Commerce (DOC) initially determined that Vietnamese businesses, which account for 95.5% of tire exports to the US, were not dumping.

The Department of Trade Remedies (Ministry of Industry and Trade) said that DOC recently issued preliminary conclusions on the investigation.anti-dumpingfor car tires imported from Vietnam, Korea, Taiwan, Thailand.

Accordingly, DOC preliminarily determined the dumping margin for Vietnamese tire exporting enterprises to be 0% - 22.3%. Accordingly, the enterprises determined not to be dumping in this conclusion have export turnover of automobile tires to the US accounting for 95.5% of the total turnover.

The remaining enterprises were subject to a tax rate of 22.3% because they did not fully cooperate with the investigation agency. From this result, the Trade Defense Department noted that enterprises that proactively participate play an important role in responding to investigations.

This preliminary result also brings many advantages to Vietnamese automobile tire exporting enterprises when other partners from Korea, Taiwan, and Thailand (also under investigation this time) have been imposed by the US with high preliminary anti-dumping taxes of 13.25%-98.44%.

After issuing the preliminary conclusion, according to practice, DOC can conduct on-site verification of enterprises in the coming time to verify the information submitted in the questionnaire. However, due to the impact of Covid-19, the US side announced that it will not conduct on-site verification but will request enterprises to provide additional information for verification before making the final conclusion.

Therefore, the Trade Defense Department recommends that related automobile tire manufacturing and exporting enterprises continue to cooperate closely and fully with the investigating agency to ensure a positive final conclusion. In case the preliminary conclusion is maintained at the final investigation stage, enterprises that are concluded not to be dumping will be excluded from the investigation. The DOC is expected to issue the final conclusion on May 14.

The DOC initiated the investigation on June 23 last year, based on a petition from the United Steelworkers (USW), which represents workers at tire factories. The Vietnamese products under investigation for dumping are passenger car and light truck tires.

In 2019, the US imported about $4 billion worth of tires from four countries and territories under anti-dumping investigations, including about $500 million from Vietnam. The import volume of the above items into the US increased by about 20% compared to 2017, after the US-China tensions occurred.
