According toReuters,North Korea shipped coal to Russia, then South Korea and Japan in defiance of UN sanctions.
The Security Council in August 2017 cut off Pyongyang’s vital source of foreign currency for its nuclear and missile development by banning coal exports. However, North Korea has shipped coal to ports in Russia at least three times, from where it has been shipped to Japan and South Korea, according toReuters.

One source said that some ships reached Japan or South Korea in October 2017. A US security source also confirmed the coal shipments through Russia, but on January 26, the Kremlin affirmed that Russia complied with international law.
Meanwhile, the US Treasury Department on January 24 added the owner of the ship UAL Ji Bong 6 to the sanctions list for transporting coal from North Korea to Kholmsk, Russia in September 2017. However, it is still unclear which countries benefit from the coal transportation.
