Kosovo on December 14 officially established its own army to assert its sovereignty, with the support of the United States. This move is expected to increase tensions with Serbia, which has not yet recognized Kosovo as an independent state. The Kosovo army is said to consist of 5,000 active soldiers and 3,000 reservists. This force will receive 300 million euros ($340 million) in funding over three years to equip and train the force. According to the Kosovo government, the newly established army is intended to serve all people, regardless of religion or ethnicity.
Western countries that backed Kosovo, which recognized it as an independent state in 2008, have been hesitant about the government's immediate creation of an army, concerned about the message such a move would send to Serbia and the more than 100,000 ethnic Serbs still living in Kosovo.

The Kremlin on December 14 asserted that the allegations against Maria Butina, after she admitted to spying in the United States, were "absolutely groundless." "International observers say the Ukrainian army has massed troops in the area it controls in the east of the country. According to some reports, Ukraine will launch a military operation into the separatist area in the coming days,"RTDecember 13 quoted Russian Foreign Ministry spokeswoman Maria Zakharova.
Russia believes that Ukrainian President Petro Poroshenko imposed martial law after the incident to gain an advantage in the upcoming elections, and that the campaign against the separatists in the east could serve that purpose. Poroshenko’s approval ratings are low, so a military campaign in the east would give him an advantage when Ukraine holds presidential elections in March 2019, Zakharova said. In case Poroshenko loses, martial law could become a legal basis for annulling the election results, she said.
