(Baonghean.vn) - On the afternoon of December 9th, the Standing Committee of the Provincial Party Committee held the 2nd meeting of the 18th Provincial Party Committee to hear and give opinions on the socio-economic situation, the 2015 budget, the 2016 plan, and the 5-year socio-economic development plan for 2016-2020; and to discuss and approve a number of regulations and work programs for the 2015-2020 term.

Comrade Ho Duc Phoc - Secretary of the Provincial Party Committee - presided over the meeting, and Comrade Tran Ngoc Tuan - Deputy Director of the Central Organization Department - attended the conference.

Overview of the Conference.

In 2015, Nghe An province had many outstanding events, especially the successful organization of Party Congresses at all levels for the 2015-2020 term, combined with the development of the 5-year socio-economic development plan for 2016-2020.

During the year, the province's Gross Regional Domestic Product (GRDP), calculated using the new method, is estimated at VND 58,884 billion, an increase of 7.43%. While the growth rate in 2015 did not show a major breakthrough, it was still higher than in recent years, prices were more stable, and GRDP per capita was estimated at VND 27.5 million.

External relations activities were vibrant, ensuring political and security requirements were met, and achieving many noteworthy results. The quality of investment promotion activities has been continuously improved, focusing on key areas and delivering higher quality results for large-scale projects. Budget revenue for the first 10 months (excluding recorded revenue and expenditure) reached VND 6,733.7 billion, equivalent to 82.3% of the projected budget, an increase of 8.8% compared to the same period last year. Budget expenditure for the first 10 months reached VND 15,183.7 billion, equivalent to 86% of the projected budget.

The socio-cultural sectors have achieved many positive results, the quality of education has shown significant progress, and the development plan for the school system continues to be implemented in conjunction with rational restructuring. Poverty reduction, job creation, social security, state management, and administrative reform have been prioritized. National defense and security have been maintained.

Overall assessment of the implementation of key targets according to the plan shows that by the end of 2015, it is expected that 24 out of 27 targets will be completed, meeting or exceeding the plan set by the Provincial People's Council, reaching 88.8% of the total targets. The remaining 3 targets that are difficult to achieve are the growth rate of service production value, economic structure, and the number of schools meeting national standards.

At the conference, delegates contributed many ideas to the orientation of the socio-economic development plan for 2016, based on forecasts of favorable and challenging conditions in the coming year.

Comrade Le Xuan Dai - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee - presented a report on the socio-economic situation in 2015 and the socio-economic development plan for 2016.

During the working session, the Conference also discussed and approved the Working Regulations of the Provincial Party Committee, the Standing Committee and the Executive Committee of the Provincial Party Committee, 18th term, 2015-2020; the Program for implementing the Resolution of the 18th Provincial Party Congress; the full-term working program of the Provincial Party Committee, 18th term, 2015-2020; and the Working Regulations of the Provincial Party Committee's Inspection Committee, 2015-2020 term.

In his concluding remarks at the Conference on the socio-economic development orientation for 2016, Comrade Ho Duc Phoc urged the members of the Provincial Party Committee to leverage their intellect, unite with various sectors and localities, and actively act to create major breakthroughs and achieve success from the outset. Looking ahead, the Provincial Party Secretary emphasized that the province needs to boost tourism development and attract investment, requesting that relevant departments and districts pay special attention to resolving difficulties and obstacles in attracting investment, accelerating land clearance and procedures to support investors. He also directed media agencies to focus on highlighting good people and good deeds, and promoting the image of Nghe An to the outside world.

The cultural sector needs to make new strides, reduce social evils, proactively suppress crime, and conduct patrols and inspections to protect the people, especially as the Lunar New Year is approaching.

Regarding the contributions to the draft regulations and work program, Comrade Ho Duc Phoc, on behalf of the Provincial Party Standing Committee, received 12 comments on 3 topics from the delegates and stated that the contributed content would be revised to soon issue the official programs and regulations. The Provincial Party Secretary noted that during the implementation process, if any unreasonable points arise, the Provincial Party Committee will continue to discuss and make timely adjustments.
