Many units implement autonomous mechanisms

In the regular meeting in January 2019, the Provincial Party Standing Committee heard a report on administrative reform work in 2018 and summarized the administrative reform model at 7 registered pilot units.

According to the report presented by the Director of the Department of Home Affairs, in 2018, the compliance with discipline and administrative discipline according to the regulations of the Prime Minister, the Provincial Party Committee and the Provincial People's Committee at units and localities continued to have positive changes; the implementation of the one-stop mechanism and the public disclosure of administrative procedures at units and localities had many changes, many units have put 100% of administrative procedures into implementation under the one-stop mechanism, and fully posted administrative procedures at the reception and result return department.

In 2018, the project of reorganizing the apparatus for 33 provincial-level units and 21 district-level units was appraised; the project of job positions for 45/45 provincial-level administrative agencies and organizations was deployed. Currently, 100% of provincial-level administrative units (43/43 units) and 61% of district-level administrative units (91/147 units) have implemented the autonomous mechanism...

Speaking at the working session, the Chairman of the Provincial People's Committee said that to effectively implement administrative reform, there must be strong solutions and sanctions. If there is no change after 3 months, public service inspections must be carried out at the units.

According to the Chairman, in order to do well in administrative reform, departments and branches must be determined. Accordingly, in 2019, we should take it as the year of administrative procedure reform.

Speaking at the meeting, the Provincial Party Secretary acknowledged the efforts of departments, branches and localities in the administrative reform process. He suggested that it is necessary to analyze and clarify the reasons for what has been achieved and what has not been achieved in the process of reforming administrative procedures.

According to the Secretary, the difficulty in administrative reform is that there is no transparent and specific evaluation system, so we need a mechanism to monitor the implementation. The biggest bottleneck in administrative reform is people, once identified, we need to have a solution, which is to do well in administrative discipline.

The Provincial Party Secretary said that currently, discipline and administrative discipline are still poor, the reason is that there is still a state of favoritism and this problem is not seriously resolved.

“In the process of implementing administrative procedures, there are still situations of being made difficult. There are still cases of pricing, ordering, demanding, not being able to resolve if there is nothing, all of these things happen. There are situations where some departments “forget” the documents for a whole year, how can there be progress like that. So do the heads of the units know? If they know, they must take serious action and immediately rectify this situation,” the Provincial Party Secretary emphasized.
