(Baonghean.vn) - The Department of Natural Resources and Environment needs to advise the province on solutions for natural resources and mineral management - that is the emphasized statement of Vice Chairman of the Provincial People's Committee Hoang Nghia Hieu at the Conference on deploying tasks in 2022 of the Department of Natural Resources and Environment, held on the afternoon of January 6.
Attending and chairing the conference was comrade Hoang Nghia Hieu - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee. Also attending were representatives of relevant departments, agencies, branches; affiliated units and representatives of the People's Committees, Departments of Natural Resources and Environment of districts, cities and towns.

In 2021, the task was carried out in a context of many difficulties and challenges due to the Covid-19 pandemic, but with the attention and support of the Ministry of Natural Resources and Environment and the province,Nghe An Department of Natural Resources and Environmentcompleted the tasks and plans well.
Along with proactively reviewing and advising the province to promptly promulgate policies and legal documents in the field of natural resources and environment, the sector has appraised the planning work and land use plans of the sector and localities for the period 2021-2030; organized the implementation of projects in the fields of land, mapping, environment, water resources, sea and islands; hydrometeorology; proactivelySolve difficulties for businesses, establishments and individuals in production and business; actively advise the Provincial People's Committee to issue administrative procedures, resolve complaints and denunciations of citizens...

Most notably in the past year, the industry has presided over the preparation of a report summarizing the implementation of the 2013 Land Law; promptly issued guiding documents and urged on land recovery, allocation, and lease; advised on the issuance ofRevised land price list Industrial Park land pricein the Southeast Economic Zone; appraised 511 investment policy approval dossiers, 326 land allocation and land lease dossiers for a number of large projects.
In 2021, the Department advised to shorten the processing time of dossiers in the environmental sector by 100 days compared to regulations, abolishing 3 procedures; in the mineral sector, reducing 323 days compared to regulations and abolishing 1 procedure; in the water resources sector, reducing 542 days compared to regulations and abolishing 10 procedures.
In 2021, the Department of Natural Resources and Environment received and processed 2,257/2,446 land records of organizations and 210,525/232,648 land records of households and individuals; is processing over 7,700 records; coordinating to reviewLand source for construction of North-South Expressway project; organized auctions for the exploitation rights of 59 newly approved additional mines. Advised the Provincial People's Committee to approve the reserves of 22 mine areas, issued 19 mineral exploitation licenses and 48 mineral exploration and exploitation licenses; issued 122 water resource licenses; appraised 62 EIA reports and submitted for approval 51 EIA reports...

At the conference, the comments and suggestions of representatives of units and affiliated departments focused on clarifying the advantages as well as difficulties and limitations in the implementation of tasks in 2021. Based on the lessons learned, the conference discussed and agreed on solutions to successfully carry out professional tasks. In 2022, the Department of Natural Resources and Environment proposed 11 key tasks and solutions.

Concluding the conference, Comrade Hoang Nghia Hieu - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee acknowledged the efforts and creativity, creating a new wind in handling tasks in the field of natural resources and environment, especially administrative procedure reform. Basically agreeing with the draft report and 11 key tasks and solutions of the Natural Resources and Environment sector in 2022, the Vice Chairman of the Provincial People's Committee emphasized that the sector needs to clearly recognize the limitations to continue to make efforts, accelerate the application of information technology; focus on handling newly arising issues as well as long-standing cases; exploiting and using mineral resources must be economical and reasonable.
Along with that, continue to promote administrative reform to attract investment; strictly manage the issuance of new mineral mines; continue to review legal policies related to environmental resources; effectively advise the Provincial Party Committee and Provincial People's Committee on strategies to effectively manage mineral resources and protect the environment./.
