By 2024, more than 2,000 facilities nationwide must inventory greenhouse gas emissions.
According to Decision No. 13/2024/QD-TTg issued by the Prime Minister on August 13, the country has 2,166 establishments in the list of fields and establishments emitting greenhouse gases in 2024.
Pursuant to the above Decision and Instruction No. 6082/BTNMT-BDKH dated September 6, 2024 of the Ministry of Natural Resources and Environment, on September 9, 2024, Nghe An Provincial People's Committee issued Document No. 7660/UBND-NN to relevant agencies and units for implementation.
Accordingly, in order to have a basis for monitoring and managing greenhouse gas emissions in the area, the Provincial People's Committee has directed the Department of Natural Resources and Environment and relevant agencies and units to effectively implement the contents according to the guidance and direction of the Ministry of Natural Resources and Environment.

Previously, according to Document No. 6082/BTNMT-BDKH dated September 6, 2024 of the Ministry of Natural Resources and Environment sent to the People's Committees of the provinces stated: According to the provisions of the Law on Environmental Protection and Decree No. 06/ND-CP dated January 7, 2022 of the Government regulating greenhouse gas emission reduction and ozone layer protection, the Ministry of Natural Resources and Environment is responsible for presiding over and coordinating with relevant ministries and provincial People's Committees to develop a list of sectors and facilities emitting greenhouse gases that must conduct greenhouse gas inventories and submit them to the Prime Minister for promulgation of regulations, periodically updated every 2 years.

Pursuant to Decree 06/2022/ND-CP, the Ministry of Natural Resources and Environment has presided over the development and submission to the Prime Minister for promulgation of the List of sectors and facilities emitting greenhouse gases that must conduct greenhouse gas inventories in Decision No. 01/2022/QD-TTg dated January 18, 2022 and updated in Decision No. 13/2024/QD-TTg dated August 13, 2024. Sectors that must conduct greenhouse gas inventories include energy, transportation, construction; industrial processes; agriculture, forestry and land use; waste. The list of facilities conducting greenhouse gas inventories includes 2,166 facilities in the industry and trade, transportation, construction, natural resources and environment sectors.
Pursuant to Decision No. 13/2024/QD-TTg of the Prime Minister, the Ministry of Natural Resources and Environment requests the People's Committees of provinces and centrally run cities to direct specialized agencies according to sectors and fields to continue implementing the provisions of the Law on Environmental Protection and Decree No. 06/2022/ND-CP of the Government on greenhouse gas inventory in the area, in which the following contents should be noted:
- Direct relevant affiliated specialized agencies to urge greenhouse gas emission facilities in the area on the list issued with Decision No. 13/2024/QD-TTg to carry out grassroots greenhouse gas inventories, develop greenhouse gas emission reduction plans and implement information and reporting regimes according to the provisions of Decree No. 06/2022/ND-CP, Circular No. 01/2022/TT-BTNMT of the Ministry of Natural Resources and Environment and other relevant guiding regulations of the Ministry.

- Periodically provide relevant information and data for greenhouse gas inventory and measurement, reporting, and appraisal of greenhouse gas mitigation at national and sectoral levels at the request of the Ministry of Natural Resources and Environment and sectoral management ministries.
- Inventory and monitor the implementation of greenhouse gas emission reduction plans and compliance with regulations on measurement, reporting, and appraisal of greenhouse gas emission reduction of facilities in the area according to the provisions of Decree No. 06/2022/ND-CP.
- Organize propaganda and raise awareness of greenhouse gas inventory for facilities that must conduct greenhouse gas inventory in the area, coordinate with the Ministry of Natural Resources and Environment and ministries managing the field in training activities, capacity building, and technical guidance on greenhouse gas inventory for facilities.
- Periodically review, update and adjust the list of greenhouse gas emission facilities in the area that must conduct greenhouse gas inventories and send them to the Ministry of Natural Resources and Environment and the Ministry managing the relevant field to submit to the Prime Minister for consideration and decision to update the list according to regulations.
Previously, according to Decision No. 01/2022/QD-TTg approved by the Prime Minister in 2022, Nghe An province had 29 greenhouse gas emission facilities, including 16 in the industry and trade sector; 8 in the transportation sector; 4 in the construction sector and 1 in the natural resources and environment sector. After 2 years, the number of greenhouse gas emission facilities increased to 38, including 24 in the industry and trade sector, 8 in the transportation sector, 5 in the construction sector and 1 in the environment sector.
Mr. Dao Duy Tam - Head of the Department of Water Resources, Islands, Hydrometeorology and Climate Change, Nghe An Department of Natural Resources and Environment added: According to Decree No. 06/2022/ND-CP, the Ministry of Natural Resources and Environment, relevant ministries and People's Committees of provinces and cities periodically update the list of facilities and fields emitting greenhouse gases every 2 years for the Prime Minister's approval. Compared to the previous period, the number of facilities and fields emitting greenhouse gases has increased from 1,910 to 2,166 facilities and fields. According to the above regulations, Nghe An will urge facilities on the list to conduct an inventory of greenhouse gas emissions for monitoring and management according to regulations./.
